Did what, exactly? I assume you mean discarded her body as it seems there's no evidence that she was abused or murdered.

Abandoned or at least discarded after death. There is no evidence she was stillborn, no signs of abuse can still mean she died from neglect or exposure

She was found in a plastic bag on the side of the road. If this was a stillbirth, SIDS death etc and her family couldn't afford a proper burial, there are kinder ways to deal with that.

To be fair, it could be a child (teen) that was the mother. They don't tend to make rational, thought out decisions when in a full blown panic. Abandoning the baby's body is awful but it doesn't mean the mother is a bad person.
Yes, some are horrendous and it has been found recently that some mothers of abandoned unidentified babies have been older.
I save judgement for when the truth is found.
