I am brand brand new, so thank you for having me!
I grew up near Superior, which (in my mind), is still a relatively new area. I had friends in Rock Creek, and at the time (1994), that was one of the nicer neighborhoods in the area. The neighborhood itself is definitely not off the beaten path, and is a well known neighborhood, but the road some speculated was used is a little less known than US 36. We also need to remember that it is only a few miles Northwest from Westminster, and the person in question had two days to get the backpack there.
I question the proximity of that Target store (as well as many other stores like TJ Maxx and further up HWY 36 is Flatirons Crossing Mall). Could he/she have purchased a new wardrobe for Jessica and then dumped the old clothes nearby? Just a thought and hoping it might be right because in that thought, she's still out there.
To me it makes most sense that this person drove McCaslin, pulled off the side of the road when he/she saw houses, cut through that open area between fences (if you zoom in on the google map you see a wide open grassy area), and dropped the backpack off on Alpha and Andrew. I don't know that the Alpha/Andrew means anything, but I bet this person has driven past this many times and knew right where to go (or perhaps they lived in the neighborhood at one time).
