I think the son would remember which day it was. It was the first day it snowed. That's why Jessica called him to see if he was still walking.
My son is a dip, and he could make a mistake like confusing what day was what.

I see you've had a number of responses already and reported this to authorities, but the part I bolded is what really set off my hinky meter: no legitimate surveyer would make such an offer, for the simple financial reason that his/her employer would have huge liability issues should some harm befall the child under the surveyer's watch.
And what municipality these days has the money to spend for the astronomical liability insurance that would be needed in case some harm befell the child while being watched by the employee?
Particularly for the sake of a survey that could easily be publicized with flyers in the parks that directed interested participants to a survey website, in a mid- to upper-class place like Westminster where most of the populace could reasonably be assumed to have a computer and internet access?

But no matter how I slice it, I cannot see that this encounter could have been innocent.
And that just further confuses me. (Mom call to verify that they are going to walk together and then they don't but son says they did? But it's the day before?)

IMO if a municipality wanted surveys done they would
1. send surveys through the mail to residents
2. put up flyers directing to a website
3. have a staffed stand in a shopping mall
they would never offer to watch your child, theres way too much liability
I'd be contacting the municipality and asking if they are conducting surveys of people in parks.
IMO your awareness of your daughters whereabouts and the people around her stopped an attempted abduction.

I wonder if Jessica called but didn't actually spoke to the son, but spoke to Dad instead. He said yes we are walking but tells son that she isn't coming so I will drive you. Drops son off and makes it back to the park in time to meet Jessica and says "you were late so I drove him, want me to give you a lift"... And then who knows what happened after that. Maybe the son is confused, or has a few different "stories" floating around in his head.

And while I'm pondering..... we don't know for sure that J's dad said J was walking that day. Jessica made the call, and Jessica told her mother J was meeting her as usual. What if Jessica wasn't truthful, because, being independant, she wanted to walk on her own but knew her Mother wouldn't allow it.
This could kinda explain why she was at the rec centre and not the park at 830am. No need to be at the park if there is nobody to meet. If indeed that sighting is reliable.
