Its amazing how we never gave up and we finally see LE arrest someone for a couple of the main crimes including murder of one of the first few people shot at.

It will be interesting if this person is tied to any of the other car shootings and car window shatterings.

ETA I am sure Foxfire is looking down on us and cheering along with us. We miss him dearly. RIP Foxfire

Curious about the shatterings!!!!

Near where he was working road construction or flagging???

I am so curious if LE will be able to connect him to any of the other window shatterings on the highways.

If he worked construction that would sure give him opportunities.

He sure had plenty of different types of weapons and ammunition.

It just dawned on me too that using a shotgun from a distance may cause window shatterings in vehicles and LE would not necessarily find any projectiles because the small BBs would be very small and may just bounce off the window after breaking the window if he was at a distance.

I once tested the range of a shotgun and stood out in a field and we actually shot at an angle higher into the air so we could tell how far the pellets were landing. The small BB type pellets rained down around us without harming us. The further you get away with a shotgun the less likely the pellets could penetrate the glass of a car.

So was thinking the car window shatterer could have simply used a shotgun from a distance and it may have caused the type of car window shatterings we were seeing without leaving any evidence inside the vehicle.

Just a thought and something that dawned on me after hearing he owned a shotgun.

Shotgun shells are made in various size of pellets. The smaller size are called "7 shot" or "8 shot". The higher the number the smaller the pellet size. Here is a chart

For example
Slug = 1 single large lead chunk
00 = largest they make called "Double Ought" or "Buckshot" The shell holds 9 large pellets
4-shot = pretty large
7-shot = smaller for Dove or small birds
8-shot = smallest for shooting skeet practice
They make even smaller

So was thinking he may have used a small size like 8-shot or 7-shot and shot from a distance and no evidence would hardly ever be found. 8-shot is very small pellets and could break a window from a distance and probably bounce right back in the road and would hardly every be seen. Too small to find hardly.

Did he shoot at cars mostly when it was dark? I can't remember.

I'm wondering if he wanted to shoot them so they crashed and he could witness it and see the person
. It was mentioned he had gruesome photos of car accident victims. Maybe he wanted to experience that first hand? (so hard to type bc that is so disturbing)

I am pretty sure some car window shatters happened during the day. That was what was so weird is nobody ever was able to tell where the shots were coming from. It was really bizarre.

LE kept thinking just road debri on a lot of them and that was possible for some of them but definitely not all of them. There were a few cases specifically where it had to be something other than road debri. They were very strange cases.

Yes, it definitely looks like meth, and he has been losing teeth as of late. I truly believe after my digging today that he may be involved in more terrible things...I think that he was denied bond entirely speaks to that. I have a hard time believing that he would start and then stop. Something is horribly wrong with him, and I'm just glad he is off the streets too. I can't imagine being his neighbors.

Periods of drug use and maybe getting help for the drug use may explain why things stopped and only happened during certain periods.

Certain drugs cause people to do really crazy things and especially if they already have a mean streak to them.

You are definitely have a point about the starting and stopping being the reason for that. I do web development, but it's specifically for a recovery company, and I have been in recovery from alcohol for 11 years or so now. I've seen a fair amount of meth psychosis, and unfortunately my sister is addicted to meth still (18 years now). I haven't spoken to her in 6 years or so because she started getting really insane and did some pretty bad things to those around her. Not violent, but her head is completely gone. She thinks she is the baby the dingos took in Australia back in 1980 (that's where I'm from originally).

So yeah, she would occasionally have semi-sane moments when she got out of jail, but the downhill became quicker and quicker, kinda like this guy. It creates an extreme amount of paranoia, and the feeling people are after you and out to get you. Combine that with a whole slew of weapons and anything is possible unfortunately.

This guy, according to people that knew him, had a violent streak for many years. It's also clear from his FB that he was on a rapid downhill, as the posts get stranger and darker as time goes on. I'm glad they were able to catch on to him in 2017 when he threatened the bank and they put him on a hold. I'm pretty sure if they had not arrested him now, it would only be a matter of time before he committed more violent acts.

I really do hope they look into him for the other shootings....those are within the period of posts that he deleted, so hopefully they have someone pulling up the deleted posts. He had such a wide range of weapons as you mentioned, that I don't think they should rule him out just yet. And Poppyflower, that was my theory about some of the shootings after seeing the photos from late 2014, I'm totally with you on that...MOO

Congrats on your sobriety. That is a huge accomplishment. :)

I am all too familiar with various forms of drug abuse with other family members too. Its a never ending battle for some. Some of the most promising things to help some is the new wave drugs like Suboxone and other physician assisted help programs. But even with those programs there is always the danger of relapse which happens all too frequently. And so many people cannot afford or even find good physician assisted programs. Our society needs to make those programs more easily accessible to those that want and need them.

Once alcohol or drugs take their grip on someone the war within the soul begins.

For the person arrested in this case I agree there is probably many deleted SM postings that I hope LE is able to find. There may be good evidence LE can get from those. Maybe even admissions of guilt of some things.

Particularly unique to this area of Colorado there is a network that runs along I25 called CORS or Continuously Operating Reference Stations. They are base stations for survey-grade construction equipment that calculate measurements with 15 satellites and RTK or Real Time Kinematic technology for high accuracy. A base station usually has a range of about a mile, but each receiver in the CORS has a range of about 30 miles and they slightly overlap to allow for continuous connection with no setup.

In the past few years, this technology has evolved with drones, using them to survey and map remote areas, crops and vegetation, a really big deal in Northern Colorado. These drones not only have navigational ability (longitude and latitude), they have the accuracy of RTK “point and shoot” technology, except for “shot” in this sense means a recorded observation, not outputting a projectile with force and velocity.

I can imagine someone tinkering with one of these drones to turn it into a weapon. Access could be gained through on-the-job training at construction sites, or through a major dealer for this kind of equipment which is located along the frontage road between Prospect Rd and Hwy 14; that dealer is also the operator of the CORS. It may just be my imagination, but it could be real.

That is very interesting and I would not outrule anything at this point.

I remember way back discussing about drones and I think we even found a video of someone that attached a handgun to one. If a criminal type got ahold of a real expensive and good one and tinkered with it then I could see where it could be possible. It sure would explain why nobody was ever able to see where projectiles were coming from.

I remembering discussing how they would not necessarily have to have it flying in the air at the time. They could fly it into position and land it on an overhead bridge and have it stable and ready for any passing cars and then at just the right moment trigger the firing mechanism. Then afterwards just take off and fly back to wherever the criminal is which is well away from the highway.

Its an interesting possibility IMO.

"A neighbor said he rarely saw Parker.

"Yeah, I never saw any cars there," Daniel Romero said. "Nobody ever came by. No guests except for the person that lived next to him.

"It must have been a relative cause he never came outside and if he did, it was either to his truck and right back inside.”

"On or about April 12, the Loveland SWAT team told the bank that Parker had an "arsenal of weapons" in his home, and he was placed on a 72-hour hold with a mental health facility, according to court documents.

Parker allegedly made threats against the bank to the mental health facility. He then posted threats on his personal Facebook page, which the bank discovered April 19. He allegedly wrote, "I'm holding up the f***ing bank." He also wrote, "The bankers need to be alive," according to the complaint.

Magistrate Matthew Zehe granted the bank a permanent civil protection order against Parker on June 22, 2017, after Zehe found sufficient cause to believe that Parker posed a threat. The court wrote that Parker "constitutes a credible threat to the life and health" of the people who work at the bank.

Parker was permanently barred from having contact with any of the bank's employees and instructed to stay 50 yards away from employees and facilities."

Allison said Parker was never violent toward her and didn't seem to have those types of tendencies.

"He's kind of like a profile for a school's mass shooting or something kind of crazy ... but I still don't want to believe it," she said."

"Loveland resident and city council member Kathi Wright, who lived across the street from Parker, said she saw a heavy police presence at the home where public records show Parker lived in the 1000 block of Eighth Street.

Wright said she first saw police surround the home Feb. 19, and they pulled*out rifles.

“(Parker) was yelling at them through a sliding glass door there,” Wright said.

Wright said she didn’t see the end result of that encounter because she had to leave her home for an appointment.

On Tuesday, the day Parker was arrested on suspicion of first-degree murder and attempted first-degree murder, Wright again saw a heavy police presence. But this time, she also saw FBI agents responding.

“That’s when they told me, ‘We think it might be the shooter,’” Wright said. “And I thought, ‘Are you kidding me? Outside my bedroom window?’”

Neighbors say Parker lived with an elderly relative in the home, who after a stroke became non-verbal.

Next-door neighbor Ian Barleen said he could often hear shouting coming from the house.

“I just knew he didn’t really have the best of situations living there,” Barleen said. “We were kind of weirded out by him, so we kind of kept to our own.”"

"Barleen said he saw Parker a lot, and Parker would ask him questions about tattooing. But he didn’t know his name and the interactions were brief.

However, Barleen said he had “dealt with the cops” a few times at his home because of Parker, including one time when police responded to Parker’s home and blocked off the area.

Colorado court records indicate that Parker had a limited criminal history in the state prior to his Tuesday arrest. He was convicted of drug paraphernalia possession in El Paso County in 2002, and of possession of controlled substance paraphernalia and operation of an unsafe vehicle in Larimer County in 2000.

The Coloradoan has requested records on police calls to Parker's address since 2014."
