IMO, one of the most worst mistakes CCPD made was referring to Hailey as a runaway each and every time Chief Bivins gave a statement to the media, for the entire first week. That label was the surest way to guarantee that Hailey would get nothing but a passing mention on the tv news or in the newspaper. I live in the area and follow missing children cases very closely, and I didn't notice Hailey was missing until someone posted a thread here at WS!

They can complain all they want, but the fact is that CCPD issued a standard runaway report and failed to make it clear to the public that this child most likely was the victim of foul play and not missing by her own choice. CCPD had all of the information they needed on the first day Hailey was reported missing to conclude that this child did not run away. She took no jacket, left money and prized posessions at home, never threatened to run away, had a Facebook that looked like it belonged to a very young girl, did well in school, did not have a boyfriend, had no transportation and no cell phone. Most telling is the fact that Hailey did not mention leaving to any of her friends and they all said they did not think she would ever run away.

CCPD had every reason to tell the public that this girl did not choose to be missing and had no reason to believe she ran away. They did not need to have an Amber Alert to get help from the public. All they needed to do was have a press conference and give an accurate description of the child and the circumstances invloved.

If it were true that they were on to SA from the beginning, they could have obtained his cell phone records from the carrier on Dec. 28th, but they chose to wait a full week (until after the story hit the national news) to make that simple but valuable request. They saw him delete calls; why did they not immediately pursue those records?

If it were true that CCPD pursued things from all angles, why did they leave the sheets on Hailey's bed for an entire week before collecting them as evidence? Why did they wait to give lie detector tests? Why did they wait to search the vehicles? why did they wait to take the Xbox?

I think that CCPD should give up on trying to rewrite history.

I heartily second everything you have said here, and you said it very well.

I strongly feel that Hailey was considered a runaway because of LE's past history with BD. I think they had already experienced enough Borderline-syle drama from her with much grandiosity and petty whining and just figured this was yet another 'BFD over nothing', a classic case of crying wolf too often. Too bad for Hailey that they didn't recognize that the Borderline-style drama parenting was a huge flashing neon sign that Hailey truly was very endangered. It is a classic dynamic and tragic for the children of such.

Chief of Colorado City Police (Bivens) is being replaced by a new Chief (Owens) who was the Chief of Police in San Angelo.

Hoping new leadership, a new set of eyes, and fresh blood will jump start Hailey's investigation....

Roy Tinker Owens has been hired as chief of police, City Manager Pete Kampfer confirmed Wednesday.

Owens, who replaces interim chief John Bivins, will begin his new job on July 5, Kampfer said.

Owens, 49, currently is chief of the San Angelo Parks and Recreation police department.

A native of San Angelo, Owens has 22 years experience in law enforcement

The investigation is likely being led by the sheriff, not the town plice chief though, so it probably won't affect things.

Sunday, eight different law enforcement agencies, including the FBI, Texas Rangers and local police are still investigating.

KTXS spoke with Pete Kampfer, Colorado City's City Manager who said Sunday there are no new leads in the case.

Colorado City did hire a new police chief, and starts Monday and will be leading the investigation.

Not exactly inspiring words, IMO. I guess I was hoping for a more professional, aggressive statement from him. It's been over six months and with every day that passes, evidence is deteriorating.

The alternate juror in the CA case said the State did not prove within a reasonable doubt how Caylee died or what the motive was. I can't help but draw a parallel to our Sweet Hailey.

Finally someone has said what so many others have been thinking. The investigation of this child's disappearance has always been in question in my mind. If one were to compare the actions of LE in Florida on Caylee's case to that of LE in Colorado City, the difference is like daylight and dark and has been since the begining. It wouldn't suprise me in the least if the little town of Colorado City is holding big town secrets. JMO.
I think of Hailey everyday and hope that one day justice is served for her.

This isn't something that would be 'announced' to the public IMO but I'm glad to know, since it could affect the course of the investigation. Maybe now it will put the focus somewhere else instead of all the soap operas going on.

As far as hiring a new police chief and what he said, sounds about right because I don't imagine the little rinky-dink police dept. in CC is in charge of the case anyway. Major crimes in small towns are handled by the sheriff's dept. and/or state police. The cops there are probably just patrol officers, and don't have the training or experience to investigate anything more serious than a burglary or shoplifting case. They are not detectives.
I wonder if any charges regarding the porn are ever going to be brought against Shawn? Surely, they've had time to go through and analyze it all by now.

I have not forgotten Hailey, there's just not much to say that hasn't been said 100 times already. RIP, sweet girl.

WHO is the Lead Investigating Agency on Hailey's case?

How does the FBI interact with CCPD, SCSO and Texas Rangers?

Why wouldn't CCPD announce that they believe Hailey was kidnapped? The FBI feels she was. Surely the FBI doesn't have specific evidence that the other three LE Agencies don't also have?

I just don't understand why after nine months, they make this announcement or what the role of the FBI is in Hailey's case?

Carrie McGonigle of Team Amber said, "There is seriously a lack of communication between the Colorado City PD, the Sheriff's Department and the Texas Rangers."

It is probably routine in cases where someone dissappears under circumstances where they may not consent and there is no evidence of any other foul play.

If a minor dissappears with the assistance (willingly or unwillingly) of a second party but without the consent of the guardian, then it is at the very least an abduction. That is how the law looks at it - you don't have the legal right to "help" a minor run away, no matter what the situation is or what your relationship to the minor is.

That is about all they know at this point it seems.
