It looks like an embroidered fish/shark. Maybe a fishing club? There are lots of websites online that offer custom embroidered shirts. I looked at a few to see if I could find a similar image.

I am too blurry now, tomorrow I'll try some other programs. I thought the 1st word might be island but no search came up with that.

There's a company called Vitag that makes a garment antitheft device called Shark Tag. I can't find whether they use a shark as a logo, though.

Last word looks like it might be jetty, which would jive with fishing, sharks and with San Francisco and/or a coastal related town.
