DNA technology had not yet been invented.
I daresay Mr. Hoole is a little rusty when it comes to modern investigative techniques.
It also appears from his resume that he worked mainly in a managerial capacity, and was not a hands-on investigator.
And, of course, he has landed in the ethereal world of Academia.
