I'm not familiar with a 40 year recertification inspection. I think, jmo, that the 40 year inspection is a long process and have read that it is. Not one person, but a whole lot of building experts on each area of building. Plumbing, electrical, structural, water etc...They may have passed a yearly local inspection or more likely one inspection on work completed on one or more areas the 40 year process flagged is my opinion.

How does he know that already?
I was watching a CBS Miami July 2018 video of a building (also on Collins Ave) which was being demolished (but something went wrong? and caused serious injury). The implosion and sudden collapse reminds me of today's happenings. jmo

They just showed video on David Muir newscast of one such an area. Water filled area underneath the collapse etc.
It was observed per statement in the linked video in post #102.

The news segment said the attorney for the building went with building management and the fire department to the garage (after the collapse) and that's what they saw. I thought he meant before the collapse so I listened to it a few times.

A reporter from a Miami tv station has put together a list of missing, with photos, and the unit numbers they lived in.

At issue was its water and sewer systems. Surfside struggled financially during the 1970s, Ciraldo said, and its infrastructure degraded so badly that the county required upgrades before any new projects were approved.
To get Champlain Towers off the ground, its developers paid Surfside $200,000 in late 1979 — half of the cost for a new sewer system. With the new system in place, construction soon started on the project, Ciraldo said.

Actually, out of date buildings are routinely demolished and rebuilt in Florida, especially beachfront property.
