I'm not familiar with a 40 year recertification inspection. I think, jmo, that the 40 year inspection is a long process and have read that it is. Not one person, but a whole lot of building experts on each area of building. Plumbing, electrical, structural, water etc...They may have passed a yearly local inspection or more likely one inspection on work completed on one or more areas the 40 year process flagged is my opinion.

Collapse Tears Away Portion of 40-Year-Old Surfside Beachfront Building
rbbm.
''Authorities did not say what may have caused the collapse. On video footage captured from nearby, the center of the building appeared to fall first, with a section nearest the ocean teetering and coming down seconds later as a huge dust cloud swallowed the neighborhood.

Atorod Azizinamini, Chair of the FIU College of Engineering and Computing’s Department of Civil and Environmental Engineering says structural engineers will look at a number of factors to determine what caused the Champlain Towers South Condos to collapse. He said they will take samples of the steel and concrete, look for signs of corrosion, look at the foundation, and if there were any unusual events that took place before the collapse among other possible factors.''

''Azizinamini says that process will likely take months before they come to a conclusion why the 40-year-old building collapsed.''

The attorney "described a hole opening up under the garage." "Under the garage, when the building collapsed, it exposed a chasm under there."

How does he know that already?

I was watching a CBS Miami July 2018 video of a building (also on Collins Ave) which was being demolished (but something went wrong? and caused serious injury). The implosion and sudden collapse reminds me of today's happenings. jmo

I don't want to link the video as it may cause confusion but it's easily found on YT.

Miami: chasms under structures, sinking buildings, rising sea-levels, and disappearing shore lines are concerning. Would like to hear from FL residents.

The news segment said the attorney for the building went with building management and the fire department to the garage (after the collapse) and that's what they saw. I thought he meant before the collapse so I listened to it a few times.

Wow - that is very scary, HUGE concern for other buildings nearby, I would assume.

Is that street on landfill?

Live Updates: 99 unaccounted for after deadly high-rise collapse in Florida
''Families of those missing have been arriving since before dawn, when word of the horrific collapse first broke. People are hoping for any sliver of information about people like Rayond and Mercedes Urgelles, both 61, and Brad Cohen, whose relatives said they have checked all the local hospitals but have come up empty.

Yuby Pettengill is praying her nephew is still alive. "You never lose hope and I…I'm not losing my hope," Pettengill said.

Nicolas Fernandez said his calls to his loved ones who are missing have gone unanswered.

"I think they're gone," he said. "I don't want to be pessimistic, but we've been calling them non-stop with no reply."

Two children, whose mother Judy was in the building, said they are holding out
hope that she's alive.

"She was the best. Our best friend," one said through tears. "I can't live without her."

A reporter from a Miami tv station has put together a list of missing, with photos, and the unit numbers they lived in.

Her name is Frances Wang, “FrannyinMiami” and her list includes around 50 of the missing residents.

Thanks. Are you local to the area? Just curious.

No, I’ve spent a bit of time there but I’m not in Florida now.

Interesting article about the building:

‘The building was in OK shape.’ The upscale condo near Miami Beach still collapsed.

At issue was its water and sewer systems. Surfside struggled financially during the 1970s, Ciraldo said, and its infrastructure degraded so badly that the county required upgrades before any new projects were approved.

To get Champlain Towers off the ground, its developers paid Surfside $200,000 in late 1979 — half of the cost for a new sewer system. With the new system in place, construction soon started on the project, Ciraldo said.

This is hardly surprising. There are many dilapidated structures in Florida. And no does anything about them. And this is not unique to Miami. Pick any city in the United States, Chicago, Detroit, Houston...Oakland. Many structures are old, rickety, fire traps or on verge of collapse.

This may just be the beginning. We hear about one or two..."How awful.". People forget, then another one...on and on...
Actually, out of date buildings are routinely demolished and rebuilt in Florida, especially beachfront property.
