The officer said the camera is one that has to be turned on by request, like to serveil traffic, and that it doesn't record. So it is one that can be turned on if there is a problem and someone on duty can monitor it live. It must be on kind of a lonely stretch of road even though it gets busy, or not a real problem area for accidents or whatever.

This isn't Texas or California, we don't have a common border with Mexico. We have illegals here but it's not like they can just cross the border.
Many Hispanics here are from Puerto Rico, they are not illegals. They don't have to apply for a visa or become resident aliens, Puerto Rico is a US Territory.
My husband is Cuban, he and his family fled Cuba in the 60s and came here legally. Nowadays, if Cubans come here illegally, they have to make it all the way onto dry land or we send them back. Once they are on dry land, we give them asylum and they become legal resident aliens. This is known as the wet foot/dry foot rule and applies only to Cubans seeking asylum (which is anyone who can make it here).
There is a good chance this family were Cuban or Puerto Rican and had just as much right to be here as I do (I was born here). I don't think it's fair to assume they were illegals just because they were Hispanic.
