What do you mean by receiving funds? An amount is uploaded onto a card? Like a gift card?
It is common for payments, wages or other, to be made to a bank account with an associated debit card.
For example, the state of Pennsylvania provides a debit card linked to an account where they deposit your unemployment benefits rather than send a check (at least until they can esablish direct deposit into the claimant's personal bank account).

An arrest warrant was issued for Keven Springfield hours before the gruesome triple homicide. In separate affidavits, Springfield and his wife, Sarah, were accused of denying nourishment to their 8-month-old baby.

I used to work in child welfare in Florida (sent an email a while back to get verified but never got a reply). Failure to thrive is one of the most rare maltreatments that is verified because it's VERY hard to prove unless it's VERY, VERY bad. In my 12 years of receiving 1-2 new cases a day, I only ever had one, and it came nowhere near the standard for a parental arrest. This child of Keven's was very severely neglected. Don't know by who, or why, but please don't think this is the case of missing a few meals.

I believe the charges were withdrawn due to him being deceased.
Yes, they were dropped. Even if alive, he would have had an opportunity to defend himself. I prefer to focus on the murderers of 3 men. JMO

FROSTPROOF, Fla. (WFLA) — The Polk County Sheriff’s Office arrested the father of the shooting suspect in the Frostproof fishing ‘massacre’ and three others for environmental hazards at the property they all live at.

The sheriff’s office served a search warrant two weeks ago at a parcel of land where they believed triple homicide suspect Tony “TJ” Wiggins lived — a one-acre sized land on Sarver Avenue near Sandollar Street. The search netted the arrests of Wiggins and three others.

Polk County deputies said the land features five structures that are home to triple homicide suspects TJ Wiggins, Robert Wiggins, and Mary Whittemore. On Friday, Polk County Sheriff’s Office Environmental Crimes detectives arrested four others that live on the property.

Tony Wiggins Sr., 58, Robert Keene, 42, Nydia Liboy, 54, and Chyanne Eccleston, 19, were arrested and charged with environmental hazard crimes.

“The property where these suspects live looks like a landfill and has raw sewage all over the ground,” Sheriff Grady Judd said. “It’s not only not fit for humans, I wouldn’t even let a dog live there.”

Deputies said the camper that the suspect(s) live in have septic tanks opened draining onto the ground in a small hole with feces visible at the top of the ground. Deputies said there was an excessive amount of flies swarming around trash, dog feces, and human feces throughout the property.

Well if that isn't the most disgusting thing I've ever read. Don't think I'll go for a visit. That 18 year old that just graduated high school thought this was a good future? Good Lord.

How on earth can someone live with no running water?? It’s been reported they had a generator for electricity but seriously, no running water? I guess homeless people do it. I just don’t know how you can do this for any length of time. It’s so gross and disgusting. Why?

It's very bad. Denying sustenance to a baby is very bad. I don't care what the circumstances are. One is not related to the other.
He’s dead. You can make any judgements you like about any of these victims but they were murdered in cold blood. All 3. And nothing Keven did or was alleged to have done justifies his murder. You seem to be relishing in their past misdeeds.

Do we know how long they’ve lived at this “compound”? Maybe they use a laundromat but where do they take showers? Did they take a shower before or after McDonald’s or did they even take a shower until they went to jail? Everything about this is gross.

I don’t think an arrest warrant would have been issued because the child was missing a few meals. Both parents were issued an arrest warrant. What does this have to do with Keven’s murder?

Isn't the point of WS to discuss both victims and perpetrators? Maybe some of us would like some background on the victims. We can be victim friendly and factual.

Since both parents were issued an arrest warrant, it would be ok to discuss the neglect of both parents, correct? Clarify this with admin.

Factual about what exactly? Why does background on victims matter in this crime? Does it make the accused less guilty? Normally we are prohibited from sleuthing victims of a crime. Seems like gossip to me. Factual or not doesn’t make any of the victims less dead. IMO.

I agree and seriously doubt this to rally Polk county behind Wiggins. In all honesty, knowing TJs background, even he wouldn’t deserve something like this. I’m going to refrain from any more mention of the victims past indiscretions.

I am absolutely not relishing anything about the deceased's misdeeds. I am being fairly pragmatic here. You can't re-arrange reality. And I didn't make any judgments, I was relating a fact. How is that relishing misdeeds?
