This is a case I feel like genetic genealogy would be a huge help with.
This one is particularly perplexing. How many men that large could possibly be missing? He was big enough for two NAMUS listings.The Big Guy has been unidentified for 16 years

He could if visiting relatives from USA/Canada/elsewhere gave them to him! Or possibly got them on the black market in Cuba. Curious to know the year of the shoes (if known).I don't think he floated in from Cuba wearing New Balance sneakers.

I wonder if the lack of hair on the lower legs and ankles, and that he was wearing socks and shoes were connected, as there are health problems that can cause hair loss on the lower legs, and cold and/or foot problems, for example peripheral artery disease (PAD). If the estimated age is correct, he might have been a bit younger than expected to suffer from that, but his size could have been a factor.Do people really go for a swim with shoes on? Are there any piers close by?
