Just finished reading the Florida Highway Patrol missing persons manual, specifically the missing children section. Haven't yet located or read the manual for CCSO or Orange Park Police, so don't know if their policy and procedure for taking MPRs involving children is identical, or differs.
Question: Does anyone recall if roadblocks were set up that night when it became apparent Somer was indeed missing and not hiding somewhere or at a friend's house? I don't remember reading or hearing about roadblocks, but could have missed that detail, if they had been set up.
Per the manual, one of the pieces of info to gather with the initial missing child report are possible locations/areas the missing child is known to frequent (playgrounds, recreation areas, residence of a friend/playmate). I don't remember seeing that on the MPR, nor do I remember anyone in the media ever asking that important question.
I'm sure that question was addressed as the search for her got underway, I just find it curious that it wasn't included in the initial info-gathering on the MPR, especially since it's procedure (at least for the highway patrol). That was one of the very first things I was baffled about when I heard about Somer missing and read the MPR. Info regarding her last known location was included, but the responding officer didn't ask (according to the MPR) her sister, mother, or family/household members listed as witnesses anything about possible locations/areas Somer was known to frequent.
If roadblocks were not set up, why?
And why didn't the responding officer ask about possible locations Somer could have gone or was known to have gone in the past, when he interviewed the family?
