Maybe this is Samuel Byrd. Samuel would have been approx 31 yrs in 1989.

Well at least he was not on NAMUS for long. i guess fate plays favorites, some are in identity limbo for a long time. The Mad Trapper, for instance.
My first thought on seeing that sketch was to suggest a wellness check for Jesse Jackson.
