When Tropical Storm Harvey forced Southeast Texas residents to flee their homes some sought refuge at the Bob Bower Civic Center in Port Arthur.
Then the flood waters came rushing inside the shelter.

“They were in the water for quite some time,” Riley says. “When the baby was found the baby was clinging to her. The mother did the best she could to keep her child up over the water.”
“The baby also had a backpack that was helping her float on her back and she was holding on to her mom,” Riley adds.
Other than donating cash (which I certainly don't mind doing) is there anything we can do to help out? I'm heartbroken for all affected.

Details that I'd missed about the three year old child who survived clinging to her drowned mother.

ETA: I've seen the child described as 18 months old and 3 years. Unsure which is accurate.
