Smock is advising the community to ensure that children are aware of the fact that strangers can be dangerous. He then says that losing Lyric and Elizabeth serves as a reminder that dangerous strangers can even happen in Evansdale.
It seems straight forward.
As I posted earlier, it's this comment by Smock that I found interesting, not his comments about stranger danger:
"This was a very unique situation with those two girls, and hopefully one that will come to resolution here shortly -- and I don't know that (it) will, but we are certainly hopeful," said Smock.

He hopes this "unique situation" will shortly come to resolution - he doesn't know that it will, but they are hopeful. Somehow, after all this time, I would like LE to be a little more than hopeful.
I'm not saying LE needs to lay it all out on the line for the public, but I found his comments a little discouraging. JMO
I agree with you regarding the stranger danger comments - all parents should make their children aware of this.
ETA: SapphireSteel has a more positive take on Smock's comment, so maybe I'm looking at it too negatively.
