Last year, more than 5,000 Native women were reported as missing across the country. Murder is the third leading cause of death for Native women, according to the Centers for Disease Control and Prevention.

Accountability for these cases is only muddied by jurisdictional issues.

That’s the case for the disappearance of Iowa Native Rita Papakee. The Meskwaki woman was last seen at the eastern Iowa tribal settlement’s casino in 2015.

Tribes are under federal jurisdiction, meaning they can’t rely on state resources in missing persons cases. Help from agencies like the Federal Bureau of Investigation often takes more time than state assistance, said Meskwaki Police Commissioner Mark Bear.

“These guys and gals are handling stuff all over the country. So that means you're really in competition with other entities that may need that same assistance,” Bear said.

But, the small rural community has found ways to keep Papakee’s case alive.

There are annual walks in her honor. An organization, called RISE, was formed to help tackle violence against Indigenous women. And the community is funding an award for any information known about the case. It’s up to $100,000 today.

Seven years into her disappearance, family birthday parties and graduations and the birth of grandchildren feel different without Papakee, Walker said. They still feel heavy under the weight of her loss.

“Some people struggle every day with her not being here,” she said. “A lot was taken away from our family when they took her away. We would like to send her home.”

Family of missing Meskwaki woman holding hope for answers after 9 years

"I think about her all the time, every day," Roberts said.
She remembers the first day Rita disappeared in 2015 like it was yesterday.

"She said, 'just go drop me off at the casino,'" Roberts said. "I said, 'Okay', backed up, dropped her off in the front."

"She said 'Love you guys, I'll see you', and we said, 'See you, love you'," Roberts told Local 5. "Then she walked in to a dark casino, and that was the last time we seen her."

The Roberts called the police for help, filed a missing person's report and waited patiently for days, weeks and months, but received no answers.
"Then they had the FBI, DCI, involved and they were coming around at first, you know, trying, they said tried to find her but," Roberts shared

Recent developments in the case led investigators to search a specific area of the southern part of the Meskwaki Settlement.

Chief Bunn said the information came from a task force that includes agents and officers from the Meskwaki Nation Police Department, the Bureau of Indian Affairs, and the Federal Bureau of Investigation, which are working on the case.

Specialized agents from the FBI Evidence Response Team and the FBI Technical Hazardous Response Units flew in from Washington D.C. and Los Angeles to participate. The BIA's Missing and Murdered Unit and Crime Scene Unit came in from Montana to participate.

They used sonar equipment, which allows investigators to look for anomalies like a grave or something buried deep underground. They also had underwater cameras, similar to what many cities use when working on sewers or drains.

Jeff Bunn, who has served the MNPD since 2019 and was named chief in 2022, said there “wasn’t much to share” about what turned up in the search and that it wasn’t anything he’d consider significant enough to lead the investigation in any different directions.

Bunn, who previously served the State Center Police Department for 21 years, said he had never dealt with a case “quite this large” in his law enforcement career, but he wanted to assure the public that the MNPD is continuing to pursue all leads in hopes of finding Papakee and providing closure to her family.

“We have a relationship with our community. We have an emotional attachment to this, so if something comes up where it’s looking like it might be pretty good, guys are getting excited and emotional,” Bunn said. “We’re very invested in this case. When I took over, we had a meeting about it, and it is our number one priority.”

Days before the 10th anniversary of Papakee's disappearance, Roberts said she has hope because of an arrest in another missing Iowan's case.

Thomas Duane Popp was arrested Saturday and charged with first-degree murder for the death of 18-year-old Terri McCauley. The arrest comes more than 40 years after McCauley went missing in 1983.

For the past decade, Papakee’s mother, Iris Roberts, has raised Papakee’s four children and watched some of them become parents without her daughter. She said without answers to what happened to Papakee, she struggles to grieve her properly.

Tribal info: Rita is from the Meskwaki Nation of Sac and Fox Indians. The tribe has 1400 members and is located in Iowa and Mississippi. The reservation is 6,000 acres located in Tama and Palo Alto Counties in Iowa. Rita is related to the Youngbear family.

<<We now know that on January 16, 2015, Rita was seen with her half-sister at the casino and afterwards, neighbors saw her walking away from someone's house. It was cold and snowing, and she appeared to be angry.

People tell police that someone in a dark pickup truck approached her and the next day, she was seen at a man's house.

Police tell us, that man is the prime suspect in the case. They say that people have told them, Rita is in fact, dead. And that suspect and two other people involved, were seen hiding evidence, including Rita's body.

Just two days later, someone is asked once again, to help "move a heavy object," also believed to be Rita. Police executed search warrants, and several searches were done, but there was no sign of her anywhere, and no trace of her body.>>

<<According to the report, in 2024, the FBI did a polygraph test on those closes to their prime suspect and the results were determined to be inconclusive. They received another tip on New Years Eve with a recommendation to search another location. But a week later, the subject stopped cooperating, fearing retaliation and possible accessory charges.>>
