He can absolutely attend, anyone can until/unless they are invited not to if they become disruptive or abusive to the congregation trying to worship.

But the people in Chad's Rexburg congregation wouldn't be able to locate him in his local church directory* if he is no longer a member....

(The directory is an app called LDSTools, and it allows access to a ward member to the basic info on other ward members, and members in other wards within their own stake. That's it for most members. There are some additional types of access for various leadership positions.)
I want to clarify what I am able to.
The facts regarding Chad's excommunication at any time before this story broke on Dec 20, 2019:
1) His name was in the LDSTools app until early December 2019. I saw it there. I assumed it was removed because he moved (as we know now) to Hawaii.
2) He held a calling (unpaid voluntarily accepted assignment) supporting the bishopric until he left Oct 24: executive secretary. This is such a calling as to be unable to be held if previously excommunicated. He was not released from the calling until after he left, following Tammy's death.
3) One is not normally removed from general church membership without in-person interviews with local leadership. And it's usually a process. If it were initiated, it would likely have been before Oct 24 in person.

Here's the official word on Disfellowshipment and Loss of membership (excommunication) from What is Church Discipline? (bolded and italics by me)
"Disfellowshipment

Like formal probation, disfellowshipment is usually temporary, though the timeframe may be longer and is generally at least a year. Someone who has been disfellowshipped is still a member of the Church, and they are encouraged to attend meetings, though in those settings they are not permitted to pray, teach, take the sacrament, attend the temple or give sermons in public settings. Men are not able to perform priesthood duties.

Loss of membership (excommunication)

The most serious sanction the disciplinary council may prescribe is a loss of Church membership. This is a course of last resort and is only taken when less serious disciplinary measures are insufficient. Those who have lost their Church membership may continue to attend public Church meetings, though they are restricted in their participation in the same way as someone who has been disfellowshipped. Additionally, they would not be permitted to pay tithes to the Church. Though they are no longer a Church member, their local leader may offer continued counsel and guidance."

If Chad Daybell was either excommunicated or disfellowshipped, he could not have held the calling before he left attending the ward. Anything that happened after he left attending the ward would be in relation to action higher than the local ward.

Those are the facts.
Why is his record not in Hawaii? Disfellowshipment is a possibility resulting from his actions. I'm in no position to comment or speculate on this. @FindingJoLee is correct in saying it may be why people are unable to find his name in the directory.

Interesting. The route from Salem to Yellowstone passes directly through Island Park, the place Chad mentioned staying in a cabin at.

I agree in that there would be no special reason to leave her in the park. The thermal features that people would actually know about in the park are in highly visited areas. I can't recall if you drive up to the south entrance from Jackson, WY, don't you have to go through the Grand Teton Nat'l Park entrance gate as well? I hope that with the photo evidence they have some cell tower ping information to help track their journey which could confirm they were truly sightseeing that day.

Yes, from Jackson to the south entrance you'd pretty much have to go through Grand Teton NP as well. If all entrances to GTNP had cameras then if they came into or left Yellowstone that way they'd have those parks to get pictures from, but odds are pretty high they went into and out of the park via the entrance in West Yellowstone, MT.

Something that is bothering me is the timing of the disappearances. Previously I had assumed they were both last seen (and therefore disappeared) around the same time. However, that doesn't appear to be the case. According to information released today, Tylee was last seen September 8, 2019, whereas JJ was last seen a full two weeks later on September 23.

So why did Tylee disappear first? And why keep JJ around for an additional two weeks? Consider also that Tylee is Lori's own flesh and blood, whereas JJ isn't.

If they are still alive and just in hiding somewhere then it wouldn't make sense to have them disappear at different times. It would be best to keep the children together, especially since they would likely be the only familiar faces the kids would have to help provide some stability in their upturned lives.

If they are dead then why do the deed separately? And why kill Tylee weeks before JJ? I mean if they're going to kill Tylee, Lori's own daughter, presumably because she was a witness and potential liability in Charles' death, then why would Lori be bothered to keep little JJ around whom she apparently viewed as a burden and not even her child?

It just doesn't make any sense to me. Any thoughts?

I guess the other possibility still exists that they were in fact disappeared together, just nobody ever saw Tylee in the two weeks prior to them disappearing.

I personally don't think Tylee disappeared on September 9th. We just know it is sometime after September 8. I suspect (without any real evidence) that she was disposed of just before September 19th when the babysitter was hired.

Why would it be a 2-stage process? Perhaps Tylee saw something and that's why they got rid of her. Maybe there was no reason to get rid of JJ at that point. Then Chad decides Tammy is going to have to go and suddenly JJ is an anchor.

But what I really don't get is why not just report Tylee as a runaway and throw JJ back to the Woodcocks? Why bring all the attention and legal mess on yourself? Clearly she didn't expect all this but most sane people would choose the less messy option.

Chad is no dummy being led around by the nose. He strait faced pretended not to know Lori very well when the police were doing a well being check the month they married and also kept a strait face when she told his parents she was an empty nester. (A term generally reserved for mothers who actually miss their children and are trying to start a new life somewhat reluctantly.) He is as bad as she is....a matrimonial and maternal Bonnie and Clyde. (Six minutes till court. ...and the wheels of justice finally start to turn, thank God.)

I saw a picture of him appearing to to be praying with an unnamed female. (Unnamed female looks similar to JR in my opinion but would she really be there?!?)
