Ok after talking around town I met someone who knew one of WBC nurses. She would visit the Golden years plaza and make monthly visits to people there on state aid and she knew WBC. (I am thinking he was collecting SSI and medicade). And she had mentioned that he had physycotic tendancies. And this is on file somewhere with the city and state. The other things I have heard around the southside of DeKalb is the people he actually did talk too at his complex say he would tell some crazy stories about being in Katrina. And so many other stories. His Katrina story would change everytime he would tell it. He must have an obsession with La. since that is where they found him looking for work.

I wouldn'tworry about that. If you followed the Gilford case, you'll see Eric too had 'psychotic' tendencies and was on anti depresents. He fled and was on the run for appx 10 weeks or so after murdering his pregnant wife. He's still facing trial.... Curl knows right from wrong. There is no way he is getting off on an insanity defense.

Running might of been Billy's biggest mistake if the PD is planning on using an insanity defense. He knew enough about right from wrong to know he did something wrong to make him hike it to Mexico if he is in fact guilty.

I highly doubt he was putting in job applications in the DeKalb area and decided prospects for employment were better down south and just decided on the spur of the moment to head that way without telling his mother he was leaving and by the way he was going to take her car with him. AND it just so happen that he had to leave in such a hurry that he couldn't make it to a scheduled interview with the local LE after being questioned earlier by LE in a local high profile missing persons case.

What gets me is why didn't LE go pick him up for questioning instead of asking him to voluntarily come in for the second interview, knowing he might run. Did LE want to see what his reaction would be because of a lack of evidence they might of had against him at the time, knowing fair well Billy might take flight. Therefore strengthening their case against him and making a insanity defense that much harder to be used?

It has never been said by LE when the first interview with Billy took place, but we know LE had to have talked with Billy sometime after the first interview to scheduled the second interview. Most likely when they discovered the remains were in fact human is when they contacted him to schedule the second interview. I would imagine shortly after LE scheduled the second interview with Billy is when he left town. It just seems odd to me that detectives didn't go to Billy's house, knocked on his door and say we want to ask you some questions, can you come down to the station with us.

I agree JoeFriday, I think it's odd too. If they were suspicious of Curl - why weren't they watching him? It sounds like they tracked him after he didn't show up for the interview using his cell phone and credit card useage and the border crossing. But why weren't they watching him before he took off? Unless like you say - they wanted to see his reaction. But it seems a little risky to only be keeping tabs on a brutal killer via his electronic activity. If they have all the evidence that they keep saying that they have - why did they let him get out of state/country?

IMO.... There's no way LE let Curl run to see if he actually would. And to a foreign country no less! Technically he could still be there and can you imagine the creative PC's that would have been presented as a temporary dodge to the reality that they had him once and now he's drinking tequila somewhere?? Something pointed to him between interviews....a gas station video tape, a laundry room video...and I'm going to guess that the 25th appointment date had nothing to do with the timing of LE looking for Curl in earnest. Convenient, but not realistic. It's too neat.

This is what I was afraid of because I thought there must be a reason he was granted an apartment in the type of housing he was living in considering his age. If he's psychotic, he's sick (literally in the head) whether he knows what he's doing or not. Without the appropriate medicine the voices take over and a person can be dangerous. Yes and it houses people who have disabilities. Click on the last link within the link you provided 'Admission and Continued Occupancy Plan'. It's over 300 pages long. On page Intro-I, it spells out what people must be considered as tenants "Title II of the American with Disabilities Act".

On page Def-2 (pdf 31), a person with disabilities "Has a developmental disability as defined in section 102 . . . "

Therefore, because of a person's disability they may be low-income and can make application to this type of housing. But not all people living there have a disability but they may have one.

Golden Years Plaza was constructed as housing for elderly individuals and couples. I am not saying he doesn't have a disability. He may have. But from what I've read and seen - this is just low income housing.

The Golden years plaza...hence the name "Golden Years" was opened in 1970 as a retirement home for the elderly..Well that idea flopped. Not enough tenants so now they let the state pay them to drop off the mentally ill and transients. It's getting to be like the University Village in town. And if a person qualifies for state assistance they can get a 3 bedroom 2 bath apt for $40 a month..The Golden years plaza is 150 1 bedroom apts. which is ideal for people like WPC.. I am sure he has got to be on state aid and only pays $20 a month. I have lived in this town for 40 years and remember walking past the Golden years plaza as a child and there was always elderly people sitting outside and waving to the kids as they walked home from school. I remember one old guy who had to be in his 80's would always say to us as we walked buy..Hey fellas what did ya learn today.. It was just part of a normal day. Now what disturbes me is the golden years plaza houses people like this only 100 feet from a middle school !!!!!! I think that LE better do a full sweep of the Plaza and get any sex offenders and nut jobs outta that place..I am very disturbed by where the put these people and the Golden years plaza's screening process.

Re: An Arson Registry: If there is one in IL, is not even available to individuals at private cause and origin investigation firms like the one that I work for. I asked all the other employees (except the owner, who is out of state) and nobody has ever seen such a list, but then we're not LE. Our work tends to involve more product liability issues, not criminal cases.
If our company owner, who has taught fire protection engineering and related classes, can confirm the existence of an IL registry, I'll let everyone know.

If he is disabled: mentally, financially, physically, whatever... and his mother is elderly, why in the heck does he have custody of a child??? Where is the son's mother?

I don't think the neighbor's comment about him interacting with his son necessarily means he is a custodial parent. It could have been a visitation situation, or maybe it's not even his own child that he was seen with? Perhaps the boy was his nephew (sister's child) or someone else's kid who visited frequently. With mental illness, it wouldn't surprise me if he came up with a story about the child to tell the neighbor.

I know we're not supposed to mention any other family members by name, as they're not accused of any involvement in this crime, but I'm thinking that his mother and sister have different last names than he does. I'm not sure where the story started about him living with his mother (I think it was early on, when people assumed that if his address was a Senior housing complex, he must be living with a Senior citizen, like his mom) but maybe she just lives nearby, like in another apartment in the building, and that's when he took her car and fled.
