According to Filenko he was out walking for those 20 minutes and not near his car at all. So he had to have seen the guys after he got out of the patrol and was already walking around for some time.
Which is convenient for not being on dash cam....
I think the description was where I got hung up real quick on this. It was too vague considering he was "suspicious" he never even said what they were doing that was so suspicious either.

Right what was the probable cause for his pursuit and for back-up? JMO

I guess to the Fox Lake PD walking around with two of your friends and then running from a cop is suspicious behavior.

Don't they usually say suspected (something) in progress? Domestic, assault, robbery, theft, drug transaction, drunk and disorderly etc?

Usually simply because they want dispatch to understand the situation and be prepared.

Assuming these people existed what crime where they doing? What evidence of a crime does the task force have? Was there fresh tagging? Was there evidence of recent squatters?
Or is that just more vague info the task force is putting out there?

To be trespassing you have to be trespassed by the owner of the property. He didn't have that authority on his own. And you don't stop trespassers who are leaving. You are happy to see them go.
Same goes for loitering. If the person is leaving they aren't loitering.

Can any locals tell me if there were no trespassing signs all along that property or if it was fine to walk through that area or to hunt or whatever?
I am interested in signs being displayed along the roadways in particular. Especially as it appears there is a walking trail or bike track along Rollins next to the train tracks???
As well as a housing subdivision to the southeast so I can imagine kids are out there playing on this land.

That is something I have not been able to find out. I don't know why the road is named but gated off either. Is it totally on private land or just that bit past the gate is considered driveway to the plant? And was the cement plant part of the purchase or just the land next to it?
Even if it were part of village property it would be public property in that case unless properly signed.

According to the Zoning map most of that land is R4 Pud which is planned unit residential.
Directly around the cement plant is M-1 which is manufacturing.
Then there is a portion on Rollins and also another near Honing that is R-1 which is residential.

So what was the town going to do with these properties? And what parts was he taking as his responsibility to watch for the village?

I thought I read that he actually hit 30 years in April 2015, I will have to search for that post.

None the less, he would not have lost a 25% increase but I understand how it may have been interpreted that way. When he reaches 20 years he qualifies for a pension equal to 50% of his salary. This increases 2.5% each year for the next 10 years (21 years = 52.5%, 22 years = 55% etc) up to a max of 30 years = 75%. If he had 29 years he still would have received 72.5%. You can work past 30 years but your pension will not increase above 75%. Hope this helps.

While it does not specify his exact date of hire, he was given a plaque in honor of his 30 years of service during this city council meeting in April 2015.

Are you suggesting Filenko was lying when he said their basis for investigating this as a homicide was the radio call? Filenko has told us they did not find anything else.

Why? Is it not possible he saw the same three people walking by during the 20 minutes he was walking around? Should we assume then if the three interviewed were not the three he saw there was another set of three, two white one black in the area?

Why can't the call about the three suspects have been a spur of the moment change in plans and called in as possible suspects because he saw them? Maybe he had planned to harm himself without any radio call until he saw the three walking by.

Just because they were cleared of being involved doesn't mean there weren't seen by lt cg during the 20 minutes he was in the area.


I agree, and this is what I think happened too, and I think his radio call to dispatch regarding the three men was spontaneous. I think Lt.CG saw these three guys and decided to incorporate a scenario of three suspicious males who take off running, leading to a foot chase. If this was a suicide, I think maybe Lt.CG thought this scenario would strengthen the case for his death being ruled a homicide. I don't believe there was another set of two white males and one black male at this scene at the same time. So it would seem that Lt.CG hadn't planned this out as well or as long as first thought, if this was a suicide as it seems to be.

A Cop confronting anyone trespassing at the old cement plant site is completely understandable.Besides having lived in Fox Lake in the past and the information myself and other locals have posted here about Fox Lake's current reputation as a center for Heroin dealing,it's no secret that the abandoned cement plant was a known trouble spot.

The workout place nearby had cameras outside that were working.
Whoever manages or owns the place, a woman, gave a live telephone interview that aired on TV the morning of September 1st. She said she had been viewing the footage from home as the system was set up so she could do so.

It's hard to believe none of the other places had surveillance.
People break in Veterinarian's buildings to steal drugs.
Plus, there may be animals inside.

Precision Chrome has all kinds of expensive stuff but the surveillance system doesn't work?
And, what about the Heliport under the same name?
No one has addressed that point and if it was used the morning
of Sept. 1st.
