I just read about this in the local news. To think he was able to walk around free as a bird... makes me sick.
Jumping for joy that he no longer is!

Elyria cold case suspect had few brushes with law locally

Feb. 16, 2019

"ELYRIA — As authorities continue to delve into the past of Samuel Legg III, a look at his legal skirmishes locally reveal only a handful of encounters.

Legg was arraigned on rape charges in Medina County on Thursday in connection with a cold case from 1997. Later in the day, he also was indicted on murder charges in connection with the death of Sharon Lynn Kedzierski, whose body was found in 1992 at a truck stop in Austintown.

Elyria police also have reopened the investigation into the cold case of the death of Legg’s stepdaughter, Angela Hicks, whose body was found in 1990 near Midway Mall. Legg was a prime suspect in 1990, but police were never able to get the evidence they needed to charge him with the crime. He appears to once again be a prime suspect in Angela’s death.

Legg was charged with other crimes in Lorain County in the years before and after Angela’s death, but they were mostly theft-related...."

I found this 2017 news article out of Chandler, AZ. Same guy? Looks like him to me.

Chandler Police Searching For Missing Man

"Samuel suffers from Schizophrenia and might be looking to solicit rides to Tucson."

I'd say so.

A lot of details about his history in this article:

Possible serial killer on probation during '97 rape case

"It remains unclear where and when the other three homicides occurred. However, News 5 has confirmed that one of those homicides happened in Illinois..."

"In the months following his step-daughter’s death, Legg became an independent truck driver, a position he held for nearly a decade..."

"From at least 2016 through 2019, Legg was residing at a group home for mentally ill individuals in Chandler, Arizona..."

Dazed and Delusional: Retracing the recent years of suspected serial killer Samuel Legg III (with clip)

Feb 22, 2019

"CLEVELAND — Alone and wandering, he sauntered down a rural road in the sun-bleached desert. He was looking for a man that didn’t exist. He was talking to no one. His skin, so badly burnt, deputies noted blisters on his scorched body. Dazed, disoriented and delusional, the man was later identified as Samuel William Legg III, the same man who, more than three years later, would be indicted, arrested and accused of being Northeast Ohio’s newest serial killer.

Through scores of court records, transcripts and police reports, News 5 has pieced together the four years leading up to Legg’s arrest last month for a rape that happened in Medina County in 1997. On the day of his arraignment, Legg was also indicted by a Mahoning County grand jury for the 1992 murder of a woman outside a truck stop near Austintown. The records and timelines uncovered by News 5 suggest Legg, who has also been linked to at least three more unsolved homicides, had lost his mind years before he lost his freedom....

Given Legg’s recent history of documented mental illness, a judge has ordered Legg to undergo an evaluation that will determine whether he is competent to stand trial and assist in his own defense.

That hearing has been scheduled for mid-April."
