IN IN - Ciera Breland Locklair 31, last seen in GA, POI husband Xavier Breland Jr, Carmel, 25 Feb 2022

  • #161
Police told Locklair (Ciera's ex-SIL) and Breland’s family Friday that investigators were able to trace Breland to a house on Highgate Manor Court. She was there on Thursday evening, Feb. 24.

Police said Breland’s mother-in-law owns the house.

Then, police said, Breland vanished, there is no cell phone data or any other trace of where Breland went after that.
...
“They had a very troubled marriage,” Locklair said, trying not to imagine what might have happened.

"Investigators say a security camera captured Ciera at this home (her MIL's address) at Johns Creek, Georgia, a suburb of Atlanta."

Ciera's ex-SIL describing XB: "Very paranoid, delusional. Was seeing people in pictures when there were no people in the pictures claiming that those people were after him."

I'm wondering if he was using drugs that made him paranoid.

There’s no cell phone data yet her phones were found “left behind” along with her credit cards? I assume they were found in her home in IN, and also assume she brought at least one of them with her during her GA trip. For there to be no cell phone data showing the phone(s) travelled back from GA to IN the phones must have been deactivated/turned off. I bet she has no history of turning off her phones in the past, nor is it likely all 3 would run out of battery power since she no doubt had a phone charger in her car. And if she didn’t she would have charged them the moment she got home.

That alone convinces me she never left GA. I wish we knew who reported seeing her last. If no-one other than the inlaws reported seeing her it’s possible she was dead days earlier, when she stopped responding to her family. (texts from her phone are not proof of life—thinking of Patrick Frazee) Sadly, I believe she’s not only dead but died days before her “last seen” date and the husband’s family is protecting him. Not necessarily because they were involved, they could just believe he’s being unfsirly accused.

The tale of her late-night shorts and tee shirt walk to CVS is just preposterous. In addition to being a monster, Hubby is certainly on the dumb side of the criminal spectrum.

MOO of course.

It has been recently reported that she was last seen on Feb 24 at 7:17pm on a surveillance camera at her MIL's house, which is more reliable than witnesses. The strangest part until that point was her unresponsiveness to her family since Feb 20, knowing that she used to be in frequent contact with her best friend - her cousin.
She either didn't want to talk to her family or had her phone taken away while staying with the inlaws. Both seem unusual, but the latter is more likely.

I agree. It would be highly unlikely that batteries in all three of Ciera's cell phones would be out of power from the time they left her last known location, reportedly XB mother's home. That scenario doesn't make any sense. As mentioned, if there was no cell phone data then the most likely scenario is that all three phones were turned off shortly after Ciera was last seen. Would be interesting to know if LE found her phones turned off when XB was arrested in Carmel, or if they became active again after he arrived back in Indiana.

This seems likely to me as well. Given earlier MSM reports about how Ciera was in close daily contact with her family, and probably her law firm as well, it seems highly unusual/improbable that she would choose not reply to them. IMO, either XB had possession of her phone(s) by that point or possibly threatened her if she replied to calls or texts. IMO yet another indicator of a domestic violence situation.

Or, if it's a DV situation, they also could be scared of him too.

Separately, has it been stated who currently has custody of the baby since XB has been arrested? (And did news articles state that a cousin of hers has her dog?)

You can learn about the baby here (scroll down for the post, info in the comments): Where is Ciera (Locklair) Breland

Her dog is in the video at the link: Family says missing Indiana mother was ready to move back to Georgia right before she disappeared

We don't even know if any of his family was in residence while Ciera was at their home, do we?

This is a good question. I have not seen any official statements from LE or MSM regarding who else may have been at XB's mother's home when Ciera was seen there. IMO it's likely that XB's mother was there, perhaps others, but we don't have anything official about that.

I'm still wondering about the Tiguan. it must be in Carmel if XB is there. Did LE impound and process the car and look for signs of violence or anything suspicious? We've heard very little about the car up to this point.

Also, if that car was driven from GA to IN then XB likely stopped somewhere for gas along the way. Did LE report any credit/debit card usage for either XB or Ciera on the way back? He may have paid cash but at least worth checking card statements. It might at least indicate which route he used to return to IN. Hopefully LE has already done that.

If she had her bags packed back up in Indiana, he must have known she was planning on leaving him. Was this little trip to see the folks a shot at reconciliation? Did she leave her dog at her dad's house and that started XB down a bad road, knowing her plans had not changed?

Good questions. We don't know what XB was thinking at this time, but based on his previous arrest reports and court hearings IMO XB's clearly has emotional issues. If he knew Ciera was wanting to leave him then I believe anything is possible.

I 100% believe this is breakup violence and that he should be put away for life, his ex is lucky to have gotten out alive and I believe he would continue to abuse women when they exhibit any level of autonomy… keep him off the streets!
I’m so sorry Ciera :(

At this time we don't have evidence to know with certainty what took place from the time Ciera left XB's mother's home on 24 February and when XB reported Ciera as 'missing' in Indiana several days later. There are many theories and opinions, but very little evidence so far.

Based on what we know so far from LE and MSM, plus XB's previous arrest records, his court appearances involving his ex-wife, plus Ciera asking her father if she could move in with him during her trip to GA, all signs currently point to a domestic violence situation. MOO.

Ciera has not been seen since 24 February, and she was not answering her phones for a couple of days before that time. AFAIK no one in Indiana reported seeing Ciera return from this trip to GA. The only person claiming she was in Carmel is XB himself. Again, based on what we know of his past from legal documents, MSM, and LE, I personally would not believe anything he says about Ciera being in Indiana without other witnesses and some physical evidence.

The clothing found behind that CVS store in Carmel may or may not belong to Ciera. Even if they do belong to her, there's no evidence at this point indicating she was wearing those clothes when XB claimed she went missing.

Also, as discussed earlier by several members here, the idea Ciera would walk to any store at 10:00PM, in winter weather, wearing a t-shirt and shorts, with her wallet, phones, and credit cards left at home, makes absolutely no logical sense. Again, MOO.

She had a burner phone, likely so she could contact family without him knowing. I think he was controlling and took her phone away at times. This would explain why she didn't answer her cousin, because he had her phone. IMVHO, I think he took her phone away. She wanted to leave him, maybe she even told him. I think this is what made him snap.

Very possible. Judging from his actions in the year or two leading up to this situation with his ex-wife, it's clear that had some emotional/MH issues, so him 'snapping' when/if Ciera said she wanted to leave him could easily have led to a violent situation.

Just needing a third burner phone for 'emergencies' is a red flag in this situation. MOO.

There could be some truth to the clothes Ciera was supposedly last seen wearing.
A t-shirt and shorts could be what she wore to sleep.
That might mean she never went outside on her own free will. ( Meaning the need for winter clothing)
Something happened overnight, early morning in the house?
