Fuel enters Gaza, but for UN lorries only​

Since Israel put Gaza under siege after the deadly 7 October attacks by Hamas, no fuel had been allowed to enter, although limited deliveries of humanitarian aid have been crossing in from Egypt.

This week, the UN’s last stocks of fuel in Gaza finally ran out. The UN had warned that for the past day its aid lorries could no longer distribute supplies in Gaza.

The UN says today's delivery of 25,000 litres represents only a fraction of what’s needed for humanitarian operations.

It says the entry of fuel to run generators at hospitals and at water and sanitation facilities remains banned.

Telecommunications firms have said they expect to switch off telephone and internet services in a day’s time due to a lack of fuel.

It's coming up to 14:30 in Gaza and Israel (12:30 GMT) and if you're just joining us or need a recap, here's where things stand:

  • A journalist inside the Al-Shifa hospital in Gaza City says Israeli troops are inside the building, going room to room questioning patients and staff, and assembling men in the courtyard
  • The IDF says its mission in Al-Shifa is continuing and its troops are searching for Hamas "terror infrastructure and weapons"
  • The IDF said it had delivered medical supplies, including incubators, to the hospital but a medical charity said incubators are not needed - fuel to power them is
  • The UN's humanitarian chief and the WHO's director general have expressed concern for the safety of medics and patients, after Israel's mission into the hospital
  • Some 25,000 litres of fuel entered southern Gaza through the Rafah crossing - the first such delivery Israel has allowed since the war began
  • The delivery means UN trucks can be refuelled, but Israel is still prohibiting any fuel being distributed to hospitals, water pumps or sanitation facilities
  • Heavy rain has begun to fall in Gaza, which the UN says will make the "desperate situation" for Gazans forced from their homes "far worse

Qatari mediators were on Wednesday seeking to negotiate a deal between Hamas and Israel that includes the release of about 50 civilian hostages from Gaza in exchange for a three-day ceasefire, an official briefed on the negotiations told Reuters.

The deal would also see Israel release some Palestinian women and children from Israeli jails and increase the amount of humanitarian aid allowed into Gaza.

Hamas has to date released four of the estimated 240 hostages seized during its murderous rampage inside Israel’s borders on 7 October.

The officials told Reuters the deal has been coordinated with the US, and Hamas has agreed to the general outline, but Israel has not.

Israeli prime minister Benjamin Netanyahu has said on multiple occasions that there can be no ceasefire until all the hostages are released. Family and friends of the hostages are currently engaged on a five day march from Tel Aviv to Jerusalem to protest that Israel’s government has not done enough to secure the release of their loved ones.

Qatar’s foreign ministry has previously said that efforts to secure the release of Israeli hostages held in Gaza required a “period of calm” and leaks from the negotiations were “harmful”, and made it more difficult for mediators to do their jobs.

Ahmed Muhanna, director from al-Awda hospital in Jabalia, has spoken to Al Jazeera about the situation in that part of Gaza. It reports he told them:

All the time they are bombing around the hospital and close to the hospital. Today, we have found shrapnel inside the hospital, and the ambulance and cars were damaged. We are working with injured and pregnant women from the northern areas and Gaza City because all the hospitals in Gaza City and the northern area also are out of service.

Al-Shifa without power, oxygen and water, doctor says​

The doctor in Al-Shifa that the BBC has spoken to has also said the hospital is without power, oxygen and water.

Dr Ahmed Mokhallalati said six premature babies died in recent days and that he’s worried that the others will die “one by one” due to a lack of oxygen and lack of power.

He said essential surgeries were carried out on Tuesday with only light sedation and patients were “screaming in pain”. No surgeries could be carried out on Wednesday.
Dr Mokhallalati said doctors were unable to help one patient with burns yesterday, due to a lack of equipment including ventilators, and had to just “let him die“.

Asked if Israeli troops had brought medical aid to the hospital, he responded: “If it was up to me, I would refuse [any aid]. They are killing us for 40 days and they want to offer me saline drips.”

There is a read-out from Italy on their side of the call between prime minister Giorgia Meloni and Turkey’s president Recep Tayyip Erdoğan.

Italy said Turkey had a crucial role in efforts to prevent the Israel-Hamas warfrom spreading to the rest of the region, and Meloni called for a rapid de-escalation.

Reuters reports a statement from Meloni’s office said “The prime minister called for a rapid de-escalation of the conflict, which must not spread to the rest of the region, and emphasised the crucial role Turkey plays in this context.”

Earlier the Turkish side said that Ankara had said it expected Rome to support a ceasefire.

Families of US hostages will meet with officials at State Department and on Capitol Hill​

The families of US citizens believed to be held hostage by Hamas will meet with the special presidential envoy for hostage affairs, Roger Carstens, at the US State Department this morning, according to a source familiar with their plans.
They will then meet Maryland Sen. Ben Cardin and the Senate Foreign Relations Committee on Capitol Hill in the afternoon.

On Monday, the group met with US national security adviser Jake Sullivan and Carstens at the White House.

Warning of Gaza 'telecom blackout'​

BBC Verify is continuing to look for video footage on social media of Israeli forces at Al-Shifa hospital in Gaza City but so far we've seen very little that has been filmed by people at the site.

One reason could be poor connectivity. This morning Paltel, a company based in the West Bank and one of Gaza's main telecommunications providers, announced on its Facebook page that phone and internet communication in the Gaza Strip might be cut soon due to fuel shortages.

“We regret to announce that our main data centres and switches in Gaza Strip are gradually shutting down due to fuel depletion. Currently, main network elements depend solely on batteries.

"This will lead to a complete telecom blackout in the coming hours.”

Gaza hospitals director general: Israel military entered surgery building and interrogated medical staff​

The director general of Gaza hospitals said the Israeli military entered the ground floor and basement of the surgery building during a raid in the Al-Shifa hospital complex — the largest hospital complex in Gaza.

Speaking to Al Jazeera Arabic, Mohammad Zaqout said Israel Defense Forces interrogated medical teams, patients and their escorts.

“Some of the escorts were forced to take their clothes off,” said the director general, who was not at the hospital but spoke to the doctors in Al-Shifa.

Zaqout said Israeli tanks had started leaving the complex.

CNN is not on the ground and cannot independently verify his account.

A senior Israeli defense official told journalists early Wednesday afternoon they had no information that people inside the hospital had been interrogated — though the official acknowledged the operation was still ongoing at the time of the briefing.

Neonatal babies at Al-Shifa are in "severe danger," director general of Gaza hospitals says​

Neonatal babies in Gaza's largest hospital are in "severe danger" as conditions in the medical facility further deteriorate, the director general of Gaza hospitals told Al Jazeera.

“On evacuating the (Al-Shifa) hospital … we have said numerous times there is no place to move 40 incubators outside the hospital,” Mohammad Zaqout said.
CNN could not independently confirm his assessment of the situation. But earlier this week, pictures released by the hospital showed newborn babies taken off incubators and placed next to each other on one bed due to power shortages amid Israel's bombardment and blockade in Gaza.

“We are in dire need of a field hospital (in Gaza City),” Zaqout told Al Jazeera.
The Egyptian health ministry is trying to coordinate the transfer of 36 neonatal babies with the Palestinian Red Crescent Society, Egyptian Health Minister Khaled Abdel-Ghaffar told CNN on Tuesday. He said Egypt has ambulances equipped with portable ventilators waiting on the border to receive the babies to be moved immediately to hospitals.

But Zaqout said “the mechanism (to transfer patients to Egypt) is extremely slow," claiming that "the transfer patient lists are getting rejected (by Israel)."

The Israel Defense Forces said it has offered to try to provide Al-Shifa Hospital with incubators and respirators for premature babies and children. On Wednesday, the IDF said the military had delivered incubators and medical supplies to the hospital. CNN is not on the ground and was unable to confirm that claim.

CNN has been unable to reach Al-Shifa Hospital due to a lack of communication access.

Finally the press admits what everyone already knew: Hamas is clearly using the Al-Shifa hospital in the Gaza Strip as a "command post." Brutally murdering, raping and kidnapping innocent people and then hiding under a hospital to continue terrorist activities shows not only how cruel they are, but also how incredibly cowardly.

Our forces are on the ground in Gaza delivering humanitarian aid to the Shifa Hospital.The goal is to continue the precise and targeted operation against Hamas, a terrorist organization which hides behind civilians. Hamas uses the Shifa hospital and hospitals across Gaza as terror command centers, endangering innocent civilians. Our war is with Hamas, not with the people of Gaza.

A precise and targeted operation is being carried out against Hamas in a very specific area of the Shifa Hospital. We have soldiers trained specifically for this situation, and continue to reiterate we are ONLY at war with Hamas. We continue to do everything in our power to mitigate the risk to civilians.
