why would any court give him bail? the sheriff walked into a government building and shot a sitting (literally and figuratively) judge at point blank range repeatedly to death in cold blood on video? What about such an act warrants bond or bail while he awaits a grand jury indictment for this crime? MOO

Agreed, and even with the angle of maybe it was manslaughter and extreme emotional distress… this isn’t a crime where bail would be offered while it’s sorting itself out in the courts,

Why isn't he out on bail?

Besides the obvious, Section 16 of the Kentucky constitution guarantees the right to bail for all crimes except for those punishable by the death penalty.

The special judge, Carter County District Judge H. Rupert Wilhoit III, conducted the hearing from his courtroom in northeastern Kentucky. There was no discussion of a bond during the hearing, and the judge indicated that the maximum punishment in the case would be the death penalty.
 
LETCHER GRAND JURY INDICTS FORMER SHERIFF IN SHOOTING DEATH OF DISTRICT JUDGE

A Letcher County Grand Jury has indicted former Sheriff Mickey Stines on a charge of murder in the death of District Judge Kevin R. Mullins.
The indictment, announced at about 2:50 this afternoon, comes two months and two days after Stines walked into Mullins’s chambers behind the Letcher District Courtroom and shot the judge eight times. The entire shooting was captured on a security camera.

The indictment was handed up to Senior Judge Julia H. Adams, who served as circuit judge in Clark and Madison Counties before her retirement.
The indictment gives nearly no details about the crime and the motive is still unknown. Judge Adams was appointed solely for the purpose of receiving the indictment and presiding over the arraignment of Stines, which is set for Monday at noon.

Judge Adams also left room for Stines to be released from jail on bond, but warned the bond "will be significant."
"I am disinclined to set 'no bond' in any case," the judge said.

Well ok - there you have it… will he be out on bond for thanksgiving???
 
I think he calmly did what he did … perhaps as a crime of passion, but I don’t think it with be a mental health or substance abuse issue that is his defense.., moo
I tend to agree. Considering he doesn't have any sort of mental health issues in his background that we've been made aware of (and it's a good bet if he did, we'd have heard about it by now), I don't think he's going to suddenly pretend he has some sort of issue.

According to court schedules, the next date a grand jury is due to sit in Letcher County is November 7, but it could conceivably meet as late as November 30.

Thank goodness the grand jury came back with an indictment. (I mean, it looks like clear cut murder to me. But I was getting worried with it taking awhile + so many internet folks seeming to hint that his actions were somehow justified.)

I think it will be dangerous if he does get out on bond. Obviously he has no qualms about shooting someone point blank if he wants to. Plus, he shouldn't be enjoying Thanksgiving when Judge Mullins & his family won't be.

yes, the BBM. Totally agree on both counts. Any man who will do what he did with zero explanation or attempt to address whatever triggered him another way is a dangerous one IMO Who knows what threat he will perceive to his family next??
