This case has always bothered me endlessly, I feel with a reconstruction or something being done at the time it would've had a high chance of being solved... I've always felt it had to have been a case that was found again years after it's occurrence due to the lack of information.

Really really bothers me, so much neglect.

"WE NEED YOUR HELP IN A COLD CASE!

The Wichita Police Department and the Sedgwick County Regional Forensic Science Center are asking for the public’s help in identifying a male pedestrian who was killed in a traffic collision in 1986. In the early morning hours of 08/29/86, the male was walking on West Kellogg in the area of Seneca when he was struck and killed by a motorist. The male is described as about 30 years of age, 5’10 ½” tall, 175 lbs, scar on left knee, and a scar on his forehead in his hairline.

The male was wearing white tennis shoes, blue jeans, a yellow t-shirt screen printed “NORTHEAST COMMUNITY UNITED CHURCH OF CHRIST – PEOPLE TO BELONG TO”, a long-sleeved brown flannel shirt, and a dark green and white alpine style sweater. The photo shared is of the male with some digital editing. Also provided is a photo of the pattern on the sweater the male was wearing.

Seeing there's now a photo finally released. (Sorry, I have very low hopes often with the Wichita police department.)

Could this potentially be Teddy Lynn Ellis.

Fugitive who escaped from Oklahoma. The height and weight is off, but his facial proportions match the doe very well. Additionally the distance and the fact the doe was believed to be a transient. Additionally both seem to have hazel eyes, though the doe is marked as brown they look hazel. As well as the hair color being marked as black for Ellis, the Does hair is also dark.

EDIT

Though Ellis has tattoos and it didn't mention this for the Doe, both supposedly have scars around the head.

Teddy went missing on May 24, 1986 from Oklahoma. Teddy Lynn Ellis:
Age in 1986: 21-years-old
Height: 5' 8" (68 Inches)
Weight: 140 lbs
Hair: black
Eyes: hazel
Tattoos on both arms, scars on forehead.

IMO, the stats (age, height, weight, hair and eye colors) are not so different between the two men to be impossible, but the differences between them plus no mention of tattoos for John Doe gives me pause. The dates are close, though.

John Doe could not have been a long-time transient if he wore contact lenses. How would he have kept them clean enough to prevent eye infections? Even with extra lenses and supplies, you have to be able to wash your hands well, etc. So I speculate John Doe went missing in 1986, maybe 1985.

August in Wichita is brutally hot. I can't imagine wearing a tshirt, flannel shirt and sweater, even at night. The clothing does make me think transient; the contact lenses give me pause on that idea.

The last contact Paul Billings had with his family was in August of 1986. Paul called his mother’s home and told her he needed $100 to pay a fine he had been issued for speeding. Paul never called back, and the family has never heard from him again. It is uncharacteristic of Paul to fail to call home on a regular basis and the family believes the lack of contact is suspicious. Paul has ties to Galena, Illinois; Chicago, Illinois and California.

Small correction; you can see in NamUs under Contacts that Paul Billings was reported missing on June 30, 2021, and August 1 is likely being used as a placeholder date for August 1986 in general. Doesn’t really affect the plausibility of this match, but I think it’s important to note that they don’t know when in the month he was last seen.

Paul was arrested in Galena, IL in December 1982 according to the article below. Also arrested again in August 1983 for driving with a suspended license.

Maybe he was reported missing two separate times. His mother stated the last time he called her was near the end of August 1986 to let her know he was in Marietta, GA.

The distance between Galena and Wichita and also Marietta and Wichita is quite far, plus the tattoo Paul had on his wrist. No mention of tattoo with UID but given the circumstances of his passing, maybe it was not visible.

Just a suggestion, not completely convinced enough to make a submission.

August 29, 1986, was a Friday - the beginning of the Labor Day weekend.

I found the below article which indicates his body was thrown some 102 feet with impact. I do wonder if the area was revisited for other potential evidence regarding his identity.

Hope that any available prints have been resubmitted.
