A source told Fox News that the sex offender accused of raping the teenager, Ronald Christopher Martin, was one of the cases that was being handled by an officer who was reassigned to patrol due to the city council's vote to cut the police department's funding in August 2020.

The Austin Police Department told Fox News that it did not have a "specific estimate" of the number of cases handed over to civilians at this time, but a source tells Fox that it's about 650 cases.

"The defunding of the Austin Police Department has had a devastating impact on the lives of the citizens. Just like the murder rate, the failure of the police department to continue to be able to investigate, track and arrest sexual predators has created an unsafe environment. This is the bitter reality of the Adler/Casar police reimagined movement," said Charley Wilkison, Executive Director of the Combined Law Enforcement Associations of Texas.

Martin has now been charged with aggravated kidnapping, a first degree felony. Following is the only news item I have found, and it doesn't mention a court date for the new charge. I would think that his bail amount will be significantly increased now. His first court appearance for the original assault charge is scheduled for Jan. 20.

AUSTIN (KXAN) — A 48-year-old man who was charged with sexual assault of a child last month is now facing an additional charge in the case: aggravated kidnapping, a first-degree felony.

The Austin Police Department said Thursday the investigation brought up more evidence to support Ronald Christopher Martin, Jr.’s new kidnapping charge.

APD officers said Martin was caught in the midst of a sexual act with a child outside a south Austin building in late December. Investigators said he met the 14-year-old victim on social media and traveled to another state to pick him up and return to Austin.

Martin was reported to be homeless at the time. People police spoke with claimed Martin had lived in the back of the building where officers found him for at least a year and a half.

Officers report during the investigation, they found Martin had an active warrant for failure to register as a sex offender that was issued in 2017. Court documents show Martin was convicted in two aggravated sexual assault of a child cases in Grayson County, Texas in 2005 and was required to register as a sex offender.
