But they could have hired private investigators to check out some of the places where Madeleine was sighted, like Malta. Or look more into Ylenia Lenhard's disappearance to see if there was a tie-in.

I don't know about that. I wouldn't discount it, but wouldn't the sightings fall into the missing person's investigation?

They could have hired PIs to assist with the sightings in countries other than Spain. If no crime has been committed in Spain or Morocco or France, the PIs would be free to ask questions and check out the rumored sightings.
