To me LPs offer to post bail being pulled off the table right before a hearing where the state wanted Ron to show where the money is coming from (not from illegal means) says more about the funding then anything.
And their being a plea deal on the table does not mean anyone is talking, or that the state approached anyone with the deal. Ron's attorney, if they are doing their job, can talk to the state and see what options are there for his client. Ron making a guilty plea and doing 15 years is not a bad thing for the state that is paying through the nose for this family.
No trial, no risk, no appeals, Ron behind bars, Ron behind bars for a good chunk of time versus him possibly walking at trial (wilder things have happened) and Haleigh's case never being resolved? I don't see how the state would be reckless in making that deal personally. Especially if additional charges related to Haleigh could be brought later.

LP could have pulled his offer to bail him out off the table prior to the hearing so the state filed the motion for the Neubia hearing to say okay LP isn't bailing you out so how are you getting the money thus leading the defense to pull the original motion.
