Yes, IMO his ‘continuing education’ doesn’t mean much. Years ago, I started a masters program I didn’t enjoy, so I didn’t complete it. Do I get to represent myself as ‘pursuing’ that Masters degree? Seems duplicitous. I want to see his transcript and the most recent class he actually took.

We don't though know what his life was like so your life experience and his could differ greatly. I think it would be valuable to know his life situation before judging.I did this, fully funded my college while working, a whole Master's degree in Software Engineering. I can guarantee it does not take 17 years. I needed an extra year, but I don't make a 10th of the mistakes he does so maybe that's the difference.
