What strikes me is difficult is you need proof of actual death, and proof of the illegal act by the accused that killed the victim.

So in this case you need some evidence that creates a strong inference of death, plus something that ties CB specifically to the victim.
Like a video perhaps?

As you keep saying, it's very unusual for a Prosecutor to come out in this way and confidently state guilt while refraining from charging them. The question has to be, why?

HCW doesn't come across as a fool or hothead. There is obviously a method to what they are doing now following 3 years of investigation.

IMO, for HCW to come out and say these things he has everything he needs to be confident of guilt but does not quite possess the full criteria of evidence required to ensure a conviction.

IMO they have exhausted their avenues and are now throwing it out to the media and public to get those final pieces of the puzzle which are aimed at -

A) Retrieval of the body or evidence of the crime scene, possibly by obtaining information about places he was known to have frequented (and that might be recognisable from the video, if they have one).

B) Knowledge from other criminals or accomplices about exactly what happened altogether.

C) Smearing of reputation followed by obtaining enough other charges to put CB away for a long time which might initiate a confession in order for him to be located to a secure unit where he would be protected from other inmates.

Of course that's nonsense. The most important part there is that TI hired CB weeks after May 3, 2007. So, things like for instance buying a Winnebago after MM's disappearance don't make much sense. They make much more sense after the 100.000€ robbery on November 1, 2007. Anyway, in September or October 2007 he flied from Lisbon to Germany to treat his teeth, something a waiter couldn't afford, because he had no Portuguese Social Security. Not a very well paid waiter perhaps. If he had no Portuguese Social Security then he was paid without any legal record.

Camera quality was not great in 2007, I think they might be very certain Madeleine is deceased in a video/photograph but it could also be a girl who looks similar to Madeline so they need forensic evidence to prove this.

Given that CB had all sorts of costumes, wigs and props, is it possible that he might have used those to camouflage himself re. the Gail Cooper encounter with the charity collector and resultant e-fit? The teeth have always intrigued me.
Especially, the far left tooth. Considering the e-fit is a true reflection.

IMO everything HCW has said thus far is consistent of having a video which shows proof of MM's death but does not clearly show CB. In one of the other interviews he was asked when they determined MM was dead and he stated it was in the last 2 years. This puts it at 2018, the year after they began investigating CB over MM. This finding in 2018, the material evidence he talks about in the Sexta 9 interview and the evidence they cannot reveal are likely one and the same.

Assuming it is a video they have, they must be able to link it to CB in some manner but in itself, that would not be enough for a conviction unless they can prove he actually made the video. If they can however prove he was in the vicinity that night, that would go a long way to helping the case. HCW said that's what they want to issue an arrest warrant and begin interviewing him, although more evidence would be required to ensure a conviction.

Ideally, they would like to find the body and clearly they believe this is possible based on whatever information/confessions has been shared with them so far. And it would seem the key to this is via criminal associates, as police clearly believe others are in the know about what actually happened.

That's possibly why LE took AB's computer in 2018 too. Maybe searching for any shared, stored images imo.

Isn't it odd that they should raid the attic room and search AB's house 11+ years after CB is said to have stayed there?
ETA _ I suppose CB did like to bury things, so maybe a thorough search was needed!

I agree, Tedtink and Dlk. It is confusing how some selective information manage to enter the public domain. I think Mr Wolters is banking on the fact that CB will divulge some important info to his lawyer, Mr Fulscher. Hence, him visiting Portugal to access the PJ files and meeting GA. It seems to be a waiting game with no real urgency since their main suspect is in jail. Like you all have said already.

Herr Wolters concedes he has no substance to charge CB at this time, but makes sure he acted alone.

MS makes sure HB couldn't know about MM and not him.

CB sold HB 5Kg of marijuana in Ogiva festival that he carried to Germany.

CB bought the old house in Germany for 36.000€ just after the 100.000€ robbery and paid in cash.

NF lived with CB in Hannover's Kindergarten in 2007 according to one of his neighbors (There are 5 from which SF could interview one).

This is why investigation will take so long, or may even be dropped.
If they have no more evidence after the huge media trawl it's no wonder HCW will not talk until 2021.
If CB is the perp, he may take secrets to his grave.

Interesting, we may finally be getting to the unified theory. Everything changed geostrategically since Trump was elected. Ru involvement explains UK government involvement, agency involvement, Oakley draining the fund & Shrimpton’s theory.

So, what did HB say about NF in the end?

Was it made clear about where and when the apparent confession to HB took place? You say he was at Orgiva, I'm guessing the dragon festival with MT? Or was it the Kite festival where CB told him what happened?

The most important things I could catch were NF's connection to CB in Hannover in 2007, the Russian connection, and MS's statement HB couldn't know something he didn't.
