It depends how far they were willing to probe. They were specifically looking at Child Sex offenders and Burglars. CB was both. He had convictions for both those crimes in Germany at that time and if the PJ had made enquiries with their counterparts there, I'd say that should have made him a fairly strong suspect in comparison to others on the list. Especially combined with him having lived in PDL for a long time. JMO.

PJ during 00's in Algarve...they didn't even know what was going on under its nose...much less enquire other forces...
Since the video of CB's VW camper at the 2007 Dragon Festival (main dates 16-19 March) surfaced I've been torturing myself by going through footage of the festival again trying to spot him as the VW alone doesn't prove that he was there, MT admits being there. Once again I go full circle and end up at this. It's bugged me for a long long time so can we find more footage of these fair haired children with I think the red head, the dark haired male and what looks like a male in a mask 3:25 to 3:30
I have an idea who the redhead might be but it needs confirming.

The problem with a list of 600 profiles, is how shall they be linked to the case or otherwise 'investigated'?
It's not like law enforcement can search their homes without cause.
We can surmise a variety of data sets were used to compile this list, which can then be linked to theories of the case e.g "burglars'. but you still need something to break the case.

Who are these people?
Over the years many people of interest must have been identified and quite obviously eliminated from the inquiry. As far as I know there has never been anyone who ticks the boxes CB does and against whom there is evidence.
I don’t think anyone is looking for a face saving exit. They don’t need to, all they would have to do is drop the case for lack of evidence and that would be that.
Nor do I think there is collusion between judiciary, prosecution and defence necessary to bring about that desired end. I think the objective of the police and prosecution is to take CB to trial. There have been too many man hours expended to think otherwise. My opinion ~ just more negativity directed at MM and everyone dealing with her case.

In the Sarah Payne case, police interviewed every paedophile in the area, no doubt prioritising according to sex & age preferences. Roy Whiting aroused police suspicion because he wasn’t interested in Sarah (unlike the paedophile that the officers interviewed previously). When he tried to go on the run, they arrested him and found a receipt for petrol in his vehicle which contradicted his own evidence about where he was & put him near the crime.
Paedophiles were hiding out in the Algarve away from national Police forces and the need to give police their addresses. This incident was almost inevitable but when it happened, it was a good excuse to collate info (addresses, telephone numbers) on every paedophile in the area; to cooperate with EU police forces about their citizens. 12 British children had been targeted. The McCanns didn’t do that.
CB was not at home for interview yet came into a British traffic net and that was missed. (I thought the Brits were imputting data into Holmes.) If he had been interviewed about his whereabouts, they could have checked that at the time.

I think his movements in March could also be relevant, if CB has anything to do with MM then the people he associated with up to the event could throw some light on the whole situation. Especially if they have not been telling the truth. Even more so if the crime was carried out with an accomplice.

But he never raised suspicions of the BKA in 2013, maybe there is nothing obvious that links CB only that which as been provided by HB in contacting SY in 2017, even that maybe only be tenuous with the appeal in 2020 and as things stand in 2023 no charges in sight.
If it was MM related, why would CB consider it a dirty job ? According to some, that is the very thing he would revel in.

I think the statement was from his ex-girlfriend (British) and it was “horrible job” not sure it makes much difference.
If she is to believed, NF also had CB travelling from Tomas to her place around early May.

I think it's worth including the phone call that NF claims CB made to her on the 3rd May which Denis mentioned upthread. He said he was in Tomar and was driving to her house in Foral that evening. Of course, he may well not have been in Tomar, but the fact she says she isn't sure whether he arrived at her house that night and stayed outside in his van does at least suggest this is something he may been in the habit of doing i.e. staying in Foral durng this period of time.
Also, satellite shot possibly showing his WF van on Praia do Barranco on 22nd June 2007.
May also want to include his trips to Carvoeiro to meet his 'fling', said to have taken place over the course of a week in early May.

^Bold, I vaguely recall him buying it at auction or something for 15k euro. It was perhaps like a repossessed sale. I can’t say this for certain but I’ll try to find a link. I also thought it was around July 2007 and it has something to do with AB in Augsburg. I mentioned this recently and it conflicts with DF’s statement of “May to June”.
There are details of the box factory purchase on this forum, I’ll search for it.
I can’t find a link yet but the box factory was bought via a forced sale in Leipzig.
