Deena Barnes, Phylicias older half-sister, testified Wednesday that when she reported that her 16-year-old sister was missing, the officer laughed and told her the teen would return on her own.
If he had not done that and taken it seriously, maybe my sister would still be here today, Deena Barnes said. Im very angry because shes gone and something could have been done if someone had taken it seriously from the beginning.
Several members of Barnes family told the committee about their frustrations with the Baltimore police departments initial response. Her father, Russell, said they realized they needed to take matters in their own hands and began calling around for help. In the weeks and months after the teens disappearance they built a large network of people who were searching and spreading the word about Phylicias case.

I am not sure if they were going by information given to them from a medical examiner or what. A couple of them were talking to me casually. Last week, a recently retired detective told me that an arrest was coming very soon on Phylicia's case. I asked him when but he just kept saying very soon. Hopefully they are not just saying this to get me off their backs.
I have a friend in the Harford County prosecutor's office that told me they know who did it, they are trying to gather more evidence/get people to talk before bringing charges.

Does not sound like an arrest is imminent to me...JMO

Kind of hard to take a portion of a statement made by LE prior to Phylicia's body being found and apply it to whether an arrest is imminent today.
I'm still confident LE knows exactly who did this and are still gathering enough evidence to ensure a conviction. I'm happy to be patient to wait until prosecutors feel their case is strong enough for a conviction. No point in makin arrests sooner.
