Took me less than five minutes to find his arrest records-

1999- 20 charges filed- sexual offenses and harrasment, victim no longer willing to testify

2004- sex offense third and fourth degree along with sec degree assualt

and those are the first two links I clicked on out 8, I expect some will be redundant information, but that was two clicks

SALISBURY - Funeral plans for an 11-year-old Salisbury girl who allegedly was abducted by a registered sex offender have been set.

The funeral for Sarah Haley Foxwell will be held at 11 a.m. Saturday at Emmanuel Wesleyan Church in Salisbury. Officials with Holloway Funeral Home have said anonymous donors have offered to pay for the funeral.

Foxwell was abducted from her home Tuesday night. Her body was found on Christmas Day near the Delaware-Maryland border after a massive search that included more than 3,000 volunteers.

Thomas Leggs Jr., 30, of Salisbury has been charged with kidnapping and burglary in the girl's disappearance. Leggs, a registered sex offender in Maryland and Delaware, is being held without bond.

He was in court this morning and the judge ordered he be held on no bond. The next court date is Jan. 21st.

thank you, that's what i'm saying. How in the world could she know the full details. In Texas, a SO can be labelled as such for a myriad of reasons. if she asked its not like he would tell her the truth. i just need more proof of what she knew. sex with a 16 yrd old at the age of 21 wouldnt really set off alarms for most people. you might be wary, but if you're really in love and he's a smooth talker then most people wouldnt think he would molest and kill an 11yr old.

And remember, the Maryland offenses were primarily 4th degrees. The aunt would have needed to access the Delaware/specific county court system database to view the higher-degree offenses.

"not ready to condemn her yet":....??? no one is "condemning" her

it is pretty obvious that many women put the needs of themselves, the desire for a man, any man, ahead of their kids

it is pretty obvious that many women allow their kids into unsavory dangerous situations....they don't plan to hurt them, they love them...but they just don't think

what is the harm of trying to think of ways that more of these misguided women could CHANGE their ways...and prevent future tragedies?? why not try to LEARN something from these sad stories instead of just typing "RIP sweet little one" on here??

Laws are written in response to problems....I feel that we need some laws with teeth to Prevent these horror stories..

such as....any govt aid...food stamps, WIC, whatever should come with a "class" to teach these women things...and a law that IF a felon/RSO is found in the home they lose the help..and maybe the kids, depending on the situation

Of course ultimately we need better laws on sexual offenders...we need these monsters off the street

I am all for Jessica's law ...on "steroids" as I call it...I would love a thread/forum here to discuss things to do, things to make a change

enough with the balloons, candles...let's give the teddy bears to living kids along with a list of RSO's in the neighborhood

let's have a law that IF a mother/guardian knowingly puts their kid in danger they get charged with child endangerment

maybe some of these dilusional women need a wakeup call..like I said before "he is JUST not that into YOU...he might be into your kids"

And...Shoot I live in Texas I wouldnt know what database to use for what or where to look unless I was actually looking for someone in prison. I had no clue that you could find arrest records much less where to find them. Most databases from what i've been told cost money. Some are free. Most people have no idea what a 2nd, 3rd degree assault even means in their state or sexual battery. Then, what if she didnt have a computer??? Then what??

This guy had a myriad of offenses but none of them scream child molester murderer to me. I'm not versed in violent offenses, unless it's robbery or drug charges and i'm way way out of the norm. Average joe/joanne has no clue what any other that means and are too lazy/uneducated to wade thru legal jargon to find out.

Then there is the buzz that she dumped the guy!!! I just need more info before I say bad things about her.

Then once again there is the notion that children are doomed to forever to be taken care by the mom while daddy get to shack up with another chick and father countless babies with no care in the world as to who is raising them. Nope, not falling for it. Dads are to blame to. The women that choose the losers. the monster that hurts them and the dad's that are somehow not called to task for letting it happen as well.

Just cause i'm a female doesnt mean I should schlep the burden of raising a kid. I swear if these women would start leaving these kids on the mans door step then it would be a whole different story. A women ditches a kid and she is the worst thing in the world. Man gets chick preggers and leaves and its o.k. or even almost expected nowdays. No biggie. My god....

The gender bias goes hand and hand with why the laws arent that stiff for SO. Most of the SO are men. Even in our day and age the sexualization of girls is common place and accepted. its all about attitude and society making "normal". Attitudes toward women have changed. Deal drugs and you get 20 years. Rape a kid or a woman and be out in 5.

Most single parent families are headed by women. Social Services are helping out mostly women and kids. Dad left and mom is struggling. If more men struggled with trying to hold onto their family and had kids in their custody taken away from them or murdered by a woman while in their care, the Laws would reflect a serious change IMO. If the tables were turned and woman were the majority of SO then those crazy broads would be in jail for a long time. Also, if people didnt see sex as some sort of badge of honor or bragging right for men then things would change too IMO.

I will not make firm judgment nor opinion towards Sarah's Aunt and responsibility until facts are shared in the near future. Yes, condemning this Aunt is being done. I refuse to do the same without *all* evidence that this is fact.

I'll return when there is more documention and true statements from family and LE. I refuse to be biased to a victims family unless proved otherwise.

I do appreciate the different view points. My bottom line...it's crazy that these dangerous men are released back into society.

I like the vicious dog analogy - some might think the dog can't be that vicious if the prison/court system thought the dog was safe enough to walk among us.

The fact is, we (the parents, guardians) are given the burden by our legal system to guard against and keep track of all of the SO's.

It is an impossiblity.

IMO, the SO registries are essentially ineffectual.

I think he should have been euthanized last time he assaulted someone.
I don't know how much harsher I can be in my evaluation of him?
No sympathy for him on my part.
He is a deranged predator who should have never been turned loose.

Doesn't mean someone didn't put this particular child in harms way and could have made better choices.

I am open to the idea that being the child of a mother who put her own needs before my safety that I have a biased view of who was responsible for this child's wellbeing.

The world if full of predators. We should stop turning them loose AND those who take the role of protecting a child should do the job they signed on for or let someone else do it for them.

I think we ALL feel the same disgust and hate for Legg...and question a system that could even let this monster on the loose

however....no one is "holding" the aunt...we are just posting our thoughts...and how this might be prevented in other cases...how it could have been easily prevented here

I don't mind those who wish to "support" the aunt's choices...but I feel free to post my own thoughts about them....no reason to try to stiffle discussion IMHO, "wait" if you choose, or post one's thoughts and ideas...that is what a forum is for

A preliminary court hearing on charges of kidnapping and burglary is set for Jan. 21.

I thought she had 7 bio kids of her own...and 3 children from her sister (including little Sarah)...so that makes 10

now ...lots of men like kids...lots of men are good men who would be good to kids if they are interested in a woman, accept her kids as theirs etc...not all stepdads and boyfriends are bad ...but let's get real...why would any guy be interested in a woman with 10 little kids...??? I think it is a red flag right there....

I blame Bio mom too. WTH? why keep having kids if you cant take care of them??? And once again, I wont stop till dad step up too. Where is daddy??

Hi impatient, haven't seen you for awhile.

Let's be honest impatient - you are one of the first sleuthers to dig up the court records and present the info to us in other cases. You and a few others are great at it. I'm always amazed at how quick you put the info in front of our faces. That leads me to believe you know how to research the complicated and archaic legal records.

So let's see - did you look up records in MD or Delaware? And is the 3rd and 4th degree in both states or just one - and what does that mean exactly. Would you be so kind as to interpret his records for us - I looked them up and am not at all sure what they are saying. TIA

The court records indicate that the aunt had attempted to get both the mom and the 4 dads to pay child support. I believe she presently had custody of all seven kids by four dads.

The mom (Jennifer) and two of the dads have lots of criminal records, but for minor stuff. Oh, except for the child endangerment - that may have triggered the loss of custody. I am guessing that they are addicts of some kind. Mom used to be a nurse, but lately has been working as a waitress.

As I posted yesterday, two other women have also sued the mom and the dads for child support. I think the 7 kids have been passed around to various family members.

One daughter was described in a court order as "17 years old, married and pregnant".

It looks like the extended family has been trying to keep them all together and to get support from the dads and Jennifer.
