Tom Homan, border czar for the Trump Administration, is appealing for politicians and the public for a shift in tone.

“The hostile rhetoric and dangerous threats must stop,” Homan said. “I said in March that if the rhetoric didn’t stop, there would be bloodshed. I wish I wasn’t right. … “If you want certain laws reformed, take it up with Congress.”

We didn't ask Minnesota officials to help with immigration enforcement - Homan​

Homan continues, saying that jurisdictions that don't co-operate with ICE efforts to remove potentially dangerous immigrants are "sanctuaries for criminals".

He adds they did not ask Minnesota officials to be involved in immigration enforcement.

However, he says they did agree not to release criminals back in the community.

Homan working to make ICE operations 'safer, more efficient, by the book'​

Homan says ICE will now work with county jails to apprehend undocumented immigrants that the state has already detained in what he describes as a "common sense" approach.

"It's safer for the community, it's safer for the agent, and it's safer for the alien," he said, adding that witnesses and victims "don't want the bad guy back in their neighbourhood".

Homan argues the new agreement with country jails would mean "less agents in the street, and more agents in the jail"

He adds that state officials acknowledge that ICE is a legitimate law enforcement agency, and says they're enforcing laws enacted by Congress. "That said, I'm not here because the federal government has carried out its mission perfectly."

He says "nothing's ever perfect", and they are working on making the operation "safer, more efficient, by the book".

Internal changes will improve the mission, he says, without outlining the changes.

ICE to re-shift focus on 'targeted operations' to remove immigrants posing risk to public​

Homan says he has conveyed to local officials and ICE leadership what Trump expects in regard to "federal immigration enforcement".

"We will conduct targeted enforcement operations. Targeted. Like we've done for decades," he says.

Federal agents have a good idea of who they are looking for and where they can find them, he says, due to factors such as criminal records, and "numerous databases out there".

He emphasises there will a prioritisation on those that that pose a risk to public safety.

"We are not surrendering the president's mission on immigration enforcement," he stresses.

Federal officers behaving unprofessionally 'will be dealt with', says Homan​

Homan reiterates that ICE and Border Patrol officers are performing duties in a "challenging environment" but trying to remain professional.

"If they don't, they'll be dealt with," he says, like any other agent.

"These men and women put themselves on the line for this nation every day," he says, adding they are "mothers and fathers too" and have seen "some terrible things".

The hostility and hateful rhetoric must stop, he says.

Trump border czar Tom Homan shared details during a press conference about his conversations with Minnesota officials, saying state Attorney General Keith Ellison told him county jails “may notify ICE of the release dates” of “criminal public safety risks” so ICE can take them into custody.

Homan also shared that he and state and local officials agreed on the following things:

• Community safety is the priority
• The legitimacy of Immigration and Customs Enforcement (ICE)
• Those arrested on public safety “could be” transferred to ICE custody
• Working together to identify those who are public safety threats and remove them

However, what they disagreed on was the officials’ involvement in immigration enforcement.

“To be clear, we did not agree with Minnesota’s state and local officials that … they would be involved in immigration enforcement,” Homan said. “I didn’t ask them to be immigration officers. I’m asking them to be cops working with the cops to help us take criminal aliens off the street.”

They never take responsibility for wrongdoing, so anything they say is disingenuous. Really all they need to do is remove the additional troops they sent in, and change their arrest procedures to what it used to be pre-Trump--accurate, precise, with search and arrest warrants. No one will argue that criminals should be off the street and face justice no matter their status.

Why aren't they doing that you may ask? What's the purpose of having showy numbers and aggressive tactics? I'll let you figure that one out, pretty apparent...

IMO Would Mr. Pretti have had continued employment with his current employer if this video was brought to their attention? Employers are permitted to take action on off duty conduct when it calls into question someone’s fitness for duty, particularly in roles involving vulnerable patients. Kicking , spitting at a LE vehicle and engaging in a physical confrontation with agents demonstrates a serious lapse in judgement and impulse control. We would see this again, amped up, a week later. IMO

We cant know what his employers would have thought about that altercation. I would imagine that anyone who knew him would have thought it was a bad idea and he was very lucky he didnt get arrested, that kind of behaviour will never help ones case.

I would like to point out though, that even in this incident, where AP was clearly very upset and agitated, and did behave badly, he still never has a hand on his gun. The agents in this incident were rightfully angry with his behaviour, and did tackle him, and yet he still walked away. He didnt threaten anyone and they didnt shoot him.

In my opinion, the only way this prior incident would have any bearing whatsoever on what happened on Saturday would be if those agents in the prior incident were the same ones who later killed him, in which case I would suggest that it was retaliation that got him killed and not his conduct on the day, which was nothing like it had been in the prior incident.

It doesn't matter how you spin it, they should not have shot him. He wasnt interfering in anything, he was helping a woman up, he wasnt threatening, he never made any moves that even suggested he was reaching for a concealed weapon, he posed no danger to the scrum if agents that piled on him. He was executed in the street. There is no justification for that.

Just another thought, even in a court case the defendants prior criminal history generally may not be used against them to determine guilt.

He advises people who don't like ICE "take it up with Congress" to change the laws.

Protesters have the right to speak out, but they must keep it peaceful, he adds.

"You interfere, impede, assault an ICE officer, you will be arrested."

'Border tsar' calls on Minnesota officials to help 'tone down dangerous rhetoric'​

Homan calls on state officials to "stand shoulder to shoulder with us, to tone down the dangerous rhetoric and condemn all unlawful actions against law enforcement".

Disagreements shouldn't be "at the expense" of federal officers, he adds.

Homan says he didn't agree on everything with state officials, but they've had meaningful dialogue.

"President Trump wants this fixed, and I'm going to fix it with your help," Homan adds.

Homan ends his comments by saying that "massive" changes will occur in Minneapolis.

Will Homan's proposed changes to immigration enforcement apply across the US?​

Now fielding questions from reporters, Homan is asked if the changes he has referenced to immigration enforcement will apply to only Minnesota, or across the board - and also when this operation in Minnesota will end.

"The withdrawal of law enforcement resources here is dependant on cooperation," he answers.

He says when cooperation starts to happen, that is when "redeployment will happen".

On whether his statements apply only to operations within Minnesota, he says "targeted enforcement operations should happen across the nation".

"It just makes it safer, for everybody."
