The look in his eyes reminded of my mother who passed suffering from Alzheimer's. I suppose it's possible he's having some type of mental heath issue, a head injury or maybe someone slipped him a dangerous drug?is it possible he's in a hospital somewhere? he was definitely having a medical event - very worrisome

I hope his family is there already, or on their way to search for him. The one thing they have going for them is that it's a tourist town and this is very bad for business. He's also posting regular updates requesting people look out for Robert. That's how some sightings have come in, including photos of Robert wearing a white t-shirt in the dark, and sitting on a bench (barefoot).
I think an announcement of a reward would get the Mexicans to not just walk by, but stay with him until someone else arrives. Hopefully not too late.

Amateur opinion and speculation
His daughter is involved in searching for Robert. She’s posted information on Fb regarding the searches.RSBM. Those are also my two thoughts, but I admit I haven't read anywhere else besides here about his case.

Such a guy can talk 'off the record' to police, hospital, etc (unlike the embassy), he can spread the word with taxi drivers of a reward, follow up leads without intimidating people like the police would, etc, etc.
Cancun police aren't going to assign a full-time detective to this.
