Agree, BDE. If I remember correctly (without going back and re-reading the entire thread), it was reported that it was up to LE, and they hadn't done that. Maybe the family could ask again.

The FBI will initiate a kidnapping investigation involving a missing child “of tender years,” even though there is no known interstate aspect. “Tender years” is generally defined as a child 12 years or younger. The FBI will monitor other kidnapping situations when there is no evidence of interstate travel, and it offers assistance from various entities including the FBI Laboratory.

Hi all! I'm butting in to say that I'm impressed with the hard work you're doing here in trying to get Chelsea home! I was born in Monroe and for a time lived just a few miles from Newport. I haven't been back for a long while but it breaks my heart to read about crimes in my hometown area.

I have nothing helpful to contribute to the sleuthing but I've been following along and will continue until this case is solved. Carry on and Happy Holidays to you all!

The FBI said they get involved when people go missing under suspicious circumstances. They typically get involved after being asked by the state or local LE. In Shane's situation, it is very suspicious based on what the public knows. Clearly LE knows more. I have been following here, but don't post because I really don't have anything to add and everyone is doing great. Regardless of what I think, I could see how I see how her dissappearance might not be "suspicious." There is no crime scene and no evidence of foul play, from what I understand. Maybe LE has talked to the FBI and they are unable to say with all certainty that it is an involuntary dissappearance.

Please understand, I am not saying that she is not missing involuntarily. Just saying that if LE doesn't have the evidence of this, they most likely are not going to call the FBI and the FBI is not going to join the case.

IMO The family needs someone to work on the case now. It is PI time! Someone who will make a big effort to find Chelsea. I have all ready suggested a local PI to them.

Thanks Spellbound. I agree they need more help. I think the way to do that is to hire a PI. If the PI can uncover that it was involuntary/suspicious, etc then they can convince LE to get the FBI involved.

FBI or no FBI that is the question. My experience suggests the crime does not have to cross a state line,the FBI does not have to be asked in, and a federal crime does not have to have been done. They come in on most movie star crimes. Think Sharon Tate.
The FBI did not get involved until after LE discovered that the LaBianca murders were almost identical to the Tate murders. Possible serial killer. JMO.

Thank you for your informative post, Ghostwheel. That is sort of what I thought. But curiosity makes me wonder why do some get on the FBI list when none of these factors seem present? Of course, I am not privileged to what all agencies have not disclosed to the public, so I understand that I may not know the answer.
I haven't seen one that doesn't fit into the criteria I listed, but I'm sure I don't know all of the cases. Do you happen to have one that you are thinking of?

In regard to Chelsea, they have a missing adult. They have no evidence she got into any vehicle, so no reason to think she has gone across state lines. They have no idea what happened to her, so serial killer doesn't hit any radar. She wasn't away at college, so it isn't like her family was in one location and she was in another location. But I'd be willing to bet that if local LE found something that the FBI could help with, assistance would be requested. JMO, as always.

As I see this the most realistic possibilities are, in order of likeliness;
1. She ran off with someone, voluntarily, as I have stated before, for various possible reasons.
2. She was taken advantage of and while struggling she was extinguished (suddenly-not planned) and disposed of, her body will probably be found sometime as a result, perhaps when the farmers plant in the spring.
4. There was some sort of a drug overdose, which would either be covered up by anyone who provided the drugs.
5. She wandered off alone into a secluded field or woods and died due to a medical condition, excessive blood alcohol or a drug overdose. (the weather that morning as I recall, was not unbearably cold, however,contrary to what others here have stated)
6. A skilled predator planned her abduction, luring her, based on the condition and ease of which she may have appeared as a victim, in which case her life was extinguished, her remains could be anywhere in the U.S.
7. She was kidnapped for the purpose of "human trafficking".
8. She was abducted for sexual reasons and possibly held captive by an older man for use as a sex slave.

Forgive me if i sound insensitive, but this is Reality and at some point Everyone will have to consider all of these possibilities.
If I have left any possibilities out, please feel free to present other considerations, hopefully in a concise manner as I have done above.

In reference to what I have bolded, this may be what has confused me. Are you saying if they are "away" from home, even though they may be over 21, there is greater chance of having FBI involvement? Or "away" meaning from another country? That makes sense to me.

I have had most of these thoughts as possibilities, even though I do not want to have to consider them. The only thing I can add that would be different is the possibility of a water death, whether a body was dumped or she wandered away and fell into the river -- and will not be found. I think that is what worries me most -- never being found. Or never knowing if it was accidental. Being held for whatever purpose a perpetrator may have is the only possibility I try to hold onto that has the potential of bringing her home alive.
