Something about him being 5'1 makes me question if he was maybe a teenager and not an adult...

That's exactly my feeling. Being mummified could also distort his features and make him look older, and with what I know about Detroit's handling of unidentified bodies back then, I don't imagine much else was done to determine his age or anything.
