I would just message the Find A Grave member and ask since you were a friend of Nadine. The same person seems to have also added a photo of Nadine where she looks young--maybe 12 years-old, or so? My guess would be it is a friend or relative, but it could just be someone combing through old yearbooks and family trees. Generally though, it should be relatives/friends with permission to add photos. At least that is my understanding as a hobby genealogist. I would never add photos of random people I was not related to. I might add a photo of a gravestone if I was in a small cemetery taking pics of my own family members, and/or I saw a request for photos on Find A Grave Personal pics are something else though. It is almost certainly someone who knew her.Hi,was just wondering where this picture came from, I have never seen this one of Nadine before, would really like to know who took this because in this picture she looks a lot older than 15, just curious

JMO. I do not think it is against sleuthing guidelines if you also use FindAGrave. You're just asking about a friend who is missing.
