That is the biggest red flag to me. Even though I was on my parents taxes until I was twenty five, I still had to turn in to them my W-2's so that my taxes could be done. If I hadn't turned those in, my parents would have asked me if I was still working or had my own taxes done. The only thing I can think of is that she continually lied that she was getting someone else to do her taxes. But sheesh, they should have notice no work paystubs (I think around the time this happened, paper checks will still given out more than electronic ones), no W-2's, and no tax documents (if Casey had them, they should have been in her room at that house). They knew she wasn't working, IMO. Why Cindy allowed Casey to be the way she was with an innocent child's health and welfare at stake everyday, I will never know.
