Now specifies what is reasonable force. Arradondo reads this definition:

"The amount and type of force that would be considered rational and logical to an "objective" officer on the scene, supported by facts and circumstances known to an officer at the time force was used."

https://twitter.com/anavilastra/status/1379144656882122754?s=21

Schleicher asks Arradondo if he recalls what his officers were initially called to on May 25, 2020 and the level of severity of that offense.

"...we would certainly respond to it, but it would not rise to the level in terms of severity of the crime here..."

Schleicher: What's the more important part, whether it's violent or whether it's a felony?

Arradondo: Violence.

Interesting, and you may be right, but if the car wasn't running, then I think we can all agree that that stream of liquid on the ground was not condensation from the A/C evaporator.

I remember panicking when I came out of a store and saw the stream of liquid coming from under my car. I was told it was A/C condensation. My car hadn’t been running for about 30 minutes. Of course, we don’t know if the A/C had been running in that car on that day.

I don't think the vehicle was running during this time.

I believe (JMR/IMO):that the vehicle was still running [either from testimony last week (Sgt/Lt or from details in transcripts/interview with BCA)].

I'll try and find the exact reference, but if someone else remembers, please lmk.

Is there a diff between threat and risk

Once someone is in custody

The current questioning on Duty of Care is critical to the issue of how Mr. Floyd died.

The prosecution 100% have him on negligence but is he even charged with that? Reckless indifference to human life needs to be proven which so far it has been evidenced by the negligence and now not following policy for what to do with a person in crisis, however is the negligence classed as an action or inaction? Failure to render appropriate medical aid yes. Murder? I’m not sure yet...

Conscious neck restraint can be used for someone who is actively resisting

Yes

Unconscious neck restraint can be used when someone is exciting active aggression

Cannot be used on passive aggression

Yes hat is correct

Ooo this is good. He is saying that DC didn’t even administer BASIC first aid. Even though he is trained to do so...

When you first learned of the incident

On Monday evening around 9pm 25 May 202. I received a call from dept chief. MPd had responded and while attempted to take someone in custody they believe he would not make it. At least at that time I deemed this would be a critical incident

It’s interesting to note that the illegal use of counterfeit currency wouldn’t have normally resulted in punishment for this city. They also do not seem to mind operating vehicles under the influence.
