He wasn't implying it at all, he right out asked him if it would be considered a de-escalation, and the Chief agreed it would be.

He also just got him to agree that all of the policies are 'situational'. All of them are there IF the situation allows.

This is what I found in reading policies/statutes... that this this or this isn't allowed.. but WAIT.. it is allowed if this or this or this is happening. JMO

Challenging to cross examine a witness who is trained and experienced in interrogation, I would think!
