. In fact the only official statement of the MPD union is that they do not have to have the cams on while in the car...only when they get out or go to a door. They stated they were NOT IN VIOLATION> and in fact today new rules were put in place. I believe they did say that in the very beginning not knowing much of anything and they should not have said it.
The body cams have been discussed in detail, policy explained and policy changes being put into place. I have more of a problem with the fact that they were answering a call for a possible sexual assault and approaching with cruiser top lights off and headlights off in order to not alert the possible rapist/assailant but do not switch the dash cam on. What LE officer respond to a call, take these precautions and not make sure their dash cam is in operation? This just doesn't jive for me. JMO

What is so sad here is that Justine thought she hears a crime being committed in the alley and was distressed by it enough to call 911. What did she actually hear though? No one else seems to have heard or been distressed by anything, and nothing of any type of crime had been reported the next day in msm, but Justine was shot and killed by a police officer that night, and she was the only victim reported in the media the following day.

i keep going back to one of the first clips about this shooting just hours after Justine was gunned down...her soon to be step son who cleared loved her said "Justine was a passionate person" and in that I felt like he knew that the police had indicated her running up to the car..maybe banging on it and he was giving a reason for why she did that. I think she just wanted to find out if they found out what was happening...unfortunately not thinking carefully she just instinctively ran to the car. Most officers would not have been that startled and my guess is this likelihood of this happening with most of the MPD is low...she got the wrong car sent to her!!

Even she wasn't sure if she heard an assault or just sex noises. Maybe her neighbors were getting it on. Other possibility neighbors were watching a 🤬🤬🤬🤬 movie.

From what i have read in msm Justine came up behind the police vehicle, slapped on it, and then appeared by Harrity's side of the car by the window just before the shooting.
I was thinking about that and wondering if she was at or toward the rear of the car, how would they have known or seen her slapping it?

Exactly.

Again full reports are not out but I do think had there been a true sexual assault in the alley we would know about that by now...so either consensual couple that had no place to go...as was mentioned neighbors with windows open and being really loud...a movie any number of things...but lets speculate for a minute that she did take an Ambien and was woken by this noise of some sort that maybe due to the sleep aid sound was magnified or imagined and she called....none of this means they had any reason to shoot her.

And who was the one claiming she slapped the car? When BCA released the driver cop's story, he just claimed her heard a loud noise then she appeared in the window. Nothing about her slapping the car.

i can't go back for each and every confirmation but for my amateur purposes there have been many mentions of the slap on the car including in the SW... there was no one else there and I assume questions have been asked of neighbors. We simply do not know what the driver's story is.

A woman slapped the back of a Minneapolis police car moments before Australian woman Justine Damond was shot to death by an officer, according to court documents.
The document stated that after police arrived in an alley behind Ms Damond's house about 11.30pm on July 15, "A female 'slaps' the back of the patrol squad [car]".

I would say the only ones to be able to report the slapping on the car were LE, because no one else could of reported it IMO.

Well, that is my question. Did the cop who shot her talked right after the shooting and claimed she slapped the car? Because the driver cop just claimed he heard a noise, according to what BCA released.

I would think it was Noor, and a poster made a good point about it could of been the reason for the SW of Damond's home because of what Noor relayed to BCA investigators at the scene.

If she did indeed slap the back of the car when she was standing in the lane, they weren't doing too much checking out of the situation. If they were looking for a sexual assault victim and there was a woman standing there, why wouldn't they see her?

Well, exactly. They were supposed to have been looking for a sex assault victim. If they saw a woman in pajamas next to the car, why would they think she couldn't have been that victim?

There were also fireworks or a couple of gunshot noises that were reported as well in the background in the recording that was posted upthread.
(quote)
The reference to fireworks is heard during the police radio conversations between Officer Noor, his partner Officer Matthew Harrity, the police dispatcher co-ordinating the emergency call and other officers rushing to scene.

At one point the dispatcher asks for a precinct sergeant to acknowledge a report of "two shots heard from the east".

"We heard those sounds from the station," an officer responds.

"Those are probably aerial fireworks."

If Justine was at the back of the vehicle they wouldn't have seen her. She was only seen when at the window on Harrity's side.

they have taken fingerprints etc. and given no other explanation for the "noise" I believe they are operating on that theory...again we just don't know anything for sure. How much Noor said right after or before to his partner we don't know yet.

If she was at the back of the vehicle, they would have had to have passed her.

  • #919
Not necessarily. She might have followed the car hoping to speak with them.

Not necessarily. If they were in her line of vision from inside her home she could of gone out after them as they drove by, and approached from the back, hence the slapping on the vehicle to get their attention.
