'objectionable test' for police promotion

I added bolding & red below to extract from ESOP site about race ratios in police academy classes & promotions.
I Have not yet read entire website, but have not seen more info about actual pass/fail rates w racial or ethnic breakdown.
"During the 2010 U.S. Census, the population of the City of St. Louis was measured at roughly 50/50 black/white with a slight majority of African-American citizens. The demographics of the St. Louis Police Department have roughly remained unchanged for the last thirty years with African-American commissioned officers compromising 30%.
In the past, the Police Department fell under the authority of the State of Missouri, but local control has invested that authority back with the city, for the first time in over a hundred years. Chief Samuel Dotson and Mayor Francis Slay were chosen to lead the Department as it transitioned from state to local control, and promised to lead the Department into the twenty-first century.
Yet under Chief Dotson and Mayor Slay’s leadership, the Department’s level of diversity has remained stagnate in regards to recruitment, promotion, and representation: Police academy classes continue with five or six minority recruits in classes of twenty or more officers; Over the last two years only four African-Americans officers have been promoted to the rank of sergeant from patrolman; Only one African-American Detective Bureau Sergeant for the Department’s six police districts; For the most recent promotional clusters for the rank of Lieutenant and Captain, no African-Americans in the highest promotional clusters; Exclusionary language in the collective bargaining agreement that excludes the minority police organization from speaking to police recruits in training; and No minority representation on the most recent bargained collective bargaining agreement."
