He was yelled at, he was chased by foot, he was chased by car, they took down the license plate number, and immediately called 911 as well. I think the witnesses did what they could when they realized what was going on.

Witnesses said Owens ignored the man at first, but came closer when he was insistently asking a question. A witness told the News-Leader the man was asking where Springfield Street was. Williams said the girl was grabbed when she got closer to the suspect.
Chief Williams said in all his years of police work he had never had to help investigate or deal with a case like this: allegations of a child abducted by a stranger.
Police say witnesses called police, got a license number and chased the car on foot. One witness attempted to follow the vehicle in a car, Williams said, but lost the suspect.
A witness, Ricky Riggins, 23, told the News-Leader he heard yelling and saw his neighbor trying to get the girl away from Wood.
"He was yelling at her, let her go, let her go," Riggins said.
Then Wood drove off. Riggins followed him in his car as Wood drove at an estimated 60 mph through the neighborhood.
"I couldn't keep up," Riggins said. "He was probably five to six cars ahead of me. "
