I'm brand new to this case, and I'm a newshound. This has not been on my radar at all, although there are more than 10 full threads here at Websleuths.

So with "Eric", does it appear she knew at least one of the assailants?

wfgodot, your suspicion is valid because it's difficult to impeach Cole's account or investigate his alibi.

Sheriff Darby was the first person Cole called;they share what the truth is.* Sheriff Darby was the ranking officer & was responsible for the handling of Jessica's crime scene. I do not have to elaborate on the shoddy way the crime scene was initially processed!

The victim's car was discovered in Sun, MS, about three weeks after her disappearance after leaving work in Bush, LA. Sun is about 290 miles due south of Courtland, not far from the MS state line.

Seems to be a lot of similarities between this apparent homicide in St. Tammany Parish, LA, and Jessica's murder in Courtland, MS: a car burned in a secluded, wooded area with a lone female victim inside it. The victim disappeared after leaving work in September 2015. Perp(s) could have either been hiding in the car, or hitchhiking, or faking car trouble. Did they escape on foot, or have a vehicle waiting nearby? Did they know the area already beforehand? Was this their first murder? Is LE in St. Tammany Parish just as stymied as LE in Panola County? Fire destroys a lot of evidence.

I saw that case and wondered about it. Someone mentioned a similar case near Memphis a few months earlier, with a male victim. I didn't find it on a quick search though.

The stingray device is not only used by the feds I personally know the state of WI has one of them in which they use. It is completely different than wiretapping and its legal here for use but maybe each state is different that is I don't know.
Regarding the 20,000 plus cell phone records mentioned by MSCJgrad above, there may have also been an investigation already underway at the time of her murder, which might have included secretive cell phone interception devices known as "Stingers" or "Stingrays," devices which can simulate a cell phone tower and thereby intercept actual cell phone communications in a nearby area, not just the metadata. The company that makes the equipment requires the police and other LE agencies who purchase it not to disclose its existence. As such, it has been kept under wraps and has not yet been tested under 4th Amendment provisions for illegal search and seizure.

Up until Jessica's murder, it was being used routinely by federal LE without a federal judge's order (always required for a wiretap, but this would be a "wireless tap"...) Not long after the murder, the Justice Department announced they would start getting prior judicial authorization. But if anything was learned about Jessica by LE prior to that change in policy, it might prove inadmissible later, unless LE can prove they could have developed the same lead independently from another source.

Arrested in the Nanette Me'Shell King murder referred to above: her former boyfriend and his brother. Police say Gary Harris killed her and then her body and vehicle were taken to the location at which they were found and set alight. Big differences: Ms. Chambers was alleged to have been found outside her car, alive and talking, and died at another location hours later. Arrests were made within a week in the King matter.

Thanks for that news, wfgodot. You've restored my faith in LE. Strange they were arrested for second-degree murder, but I guess that simply means no pre-mediation. There was certainly some post-meditation though, with their hiding and burning the vehicle and victim, but I guess that doesn't count.

The stingray device is not only used by the feds I personally know the state of WI has one of them in which they use. It is completely different than wiretapping and its legal here for use but maybe each state is different that is I don't know.

I remember when cell phones first came out. They were analog devices instead of digital, and you could listen in on conversations with a police scanner if you knew how. Then with the advent of digital cell phones, that capability went away... for a while anyway. The Stingray technology mimics a cell phone tower, so can pull in everything a cell phone wants to send its way -- identity of phone, approximate location, text messages, conversations, etc.

Here is a link to some "guidance" put out by the Justice Departments for Stingray users within its purview. Note that there is nothing stated about what the policy was before this was issued just recently, long after Jessica's murder last December:

One telling item in the policy is on the second page:

"Moreover, cell-site simulators used by the Department must be configured as pen registers, and may not be used to collect the contents of any communication, in accordance with 18 U.S.C. § 3127(3)." [boldface added by me]​

To me, this one statement is very telling. If such a device "...must be configured..." not to do something, the the logical presumption is that it can also be configured to -DO- that something that it must not. One wonders what the policy for Justice LE was -prior- to the issue of this official policy on September 3, 2015? Are there now cases out there with "tainted" evidence acquired by such non-complying Stingray configurations?

Let's hope Jessica's murder is not caught up in such intrigues. I would hate after everything that his been done to catch her murderer(s) to see them "walk" on such a technicality. I know the Supreme Court has already decided LE cannot attach a tracking device to a suspect's vehicle without a court order. With that in mind, it is not too difficult to figure out how the SCOTUS would decide the issue of using Stingray technology without a search warrant issued by a judge based on probable cause. When it comes to privacy of U.S. citizens, I don't think they care whether a tap is "wired" or "wireless".

I am speaking only on what I know personally the state of WI has used a stingray on and that would have fallen under “exigent circumstances”*in regards to human life per a missing person circumstance.

bbbd4u, are you in Wisconsin LE or do you just have personal knowledge from that particular case?

If the former, then can you tell us how bulky the Stingray equipment is? Do you need a van with racks and consoles and dish antennas, or is it like the photo of the FBI agent in the article, something as compact as a laptop? If it requires a van or even a step van, then an unusual vehicle of that type parked in a neighborhood would easily raise suspicions, but if something that fits into a car, not so much.

I am not in LE I work along side LE for SAR missions. I am a co-founder of a non-profit SAR group and nationally certified through NASAR and FEMA. The two stingrays I am referencing the state of WI has are smaller they would fit in a suit case in a carry on bag including the antenna. The equipment is more than just a laptop such as the photo shown. But there is no need for a special equipted vehicles any vehicle would work to attach the magnetic antenna to stick to. It could easily blend in the antenna is slightly longer and has a spiral part wrapped around the main antenna. I could easily pick out a vehicle if it has the stingray device connected but I'm not sure if it would send off a red flag with others if your not paying close attention.
