This is normal, especially if they have eyes on the subject. Have to get warrants, operations orders, operations briefings, SWAT if they think it’s going to be a high-risk thing. Especially if this was all very late-developing.

Its a weird way of doing it as it is giving the person to be arrested a lot of warning and chance to escape knowing they are coming for them.
