Isn't the fact that he/she kidnaps prima facie evidence of a propensity for violence? You don't pay without proof of life? Does he not realize what the stakes are here?
Someone posted earlier that 90% or so of kidnappers return their victims with payment. I think I'd go with those odds meself (if I had the cash, of course).

I was just saying that the kidnapper holds the cards. He doesn't have to provide proof of life to get paid.
