IMHO--I'm pretty sure that what is being interpreted as eyebrows is actually part of the mask.
In the picture in Justice101's post, look at the eyehole on the left side of the picture--notice you can see that same dark colored edge around the left side of the eye hole as the dark ridge you see at the top of the right eye hole.
My eldest son had a mask just like this about ten years ago--dark mask, white trim around the eye and mouth holes. However, the white trim was slightly raised from the mask and didn't extend down into the eye or mouth holes--because that would be irritating to the skin. So, depending on the angle I was looking him and depending where the mask was pulled tighter in some places than others, the edge would roll outwards slightly--and you could then see some of the dark knitted inside of the eye/mouth holes.
IMHO, on the camera shots where it looks like eyebrows, those are the shots where he is looking straight at the camera--putting his eye holes slightly above the camera. In those shots you would only be seeing the inside of the trim on the tops of the eyeholes, making it look like eyebrows. And some of that could be eyebrows. But note that on this picture, you can also see that dark rim all around the left (to us) eye hole and on the inner side as well as part of the under eye part of the right (to us) eyebrow).
Going to go fish though my closet and see if the mask is still there and/or look for photos of my son wearing it to demonstrate.
All IMHO from my experience. I hated that mask, because it looked creepy AF.
