So I don't understand this situation at all. Did he not understand that one cannot report their child missing weeks after the last sighting? What did he think was going to happen?

Yeah NO. Lina Sardar's parents have a huge cultural and language barrier. So no that's not going to fly at all.Are we really thinking the failure of both parents (or at least the mother) to report their 11 year old CHILD as missing anytime during the last 3 weeks is all due to a language barrier and not being from the US originally?
According to the news report, the mother and stepfather purchased the house in 2017. So, they have possibly lived in that neighborhood for a minimum of 5 years.
People who travel around the world and do not speak the languages of the places they are visiting are able to make travel arrangements, hotel accommodations, ask directions and if needed, are able to go to the hospital, report things to the police, work out lost or stolen passports and travel visas even before the days of internet and smartphones.... but we are to believe this mom (and/or stepdad) couldn't manage to locate a police station in the town in which she resides and report their 5th/6th grade daughter as missing. No, sorry, I do not for believe this was sat on for 3 weeks due to a language or cultural barrier or lack of a professional translator.

I agree. I thought initially she may be getting over a black eye, but if I zoom it appears to be a trash down on her eyelid. It also appears to be in the corner of her right eye.It looks like a skin condition to me.

Where are the reporters here? I know it just broke but it's so weird I would think local reporters would be on this case.

I agree with you that stepdad does not have a language barrier. I also agree that we don't know the situation, we can only go by what pieces we have and brainstorm what we think may possibly be going on. I am of the (possibly unpopular) opinion that once something as serious as your 11 year old "going missing" occurs, any possible reliance on or fears of your partner that you may or may not have should be secondary to reporting that.We don't know the situation. I was suggesting that from the youtube video and lack of/slow information about the mother, she may be a victim also.
I'm imagining a woman who moved country to live in America, marrying a man considerably older than her, and then not being able to make friends, go to the store, or talk to parents at school or neighbours because she cannot communicate. Having total reliance on her husband, who had, what looks like a very good job that could pay for the house. maybe he took of advantage of that or maybe he encouraged it by controlling her life?
This is all IMO and speculation.
It was just my first impression.
I could be completely wrong and they are just evil people.
