How about Googling the girl's name like once a year or so? Or asking a friend to do that if she had absolutely no computer access herself? Literally wouldn't cost a penny and would have turned up plenty of info in a matter of seconds. Don't they have public libraries in Australia, with internet-enabled computers?
This Australian media article from just over two years ago names Zahra (first and last name), and gives her age and hometown

Sorry, but I get the feeling the bio mother lost custody of infant Zahra for good reasons, and that there hasn't been much change since then.
